Publication Reference: 26YEMSAH075 Within the framework of the project to provide emergency medical assistance to host and displaced populations affected by the current crisis in Yemen, funded by Doctors of the World (MDM) and the German Federal Ministry of Health (BMZ), Doctors of the World intends to award a consultancy agreement to conduct a Gender, Resilience, Peace and Conflict Analysis (GRPC) in southern Yemen (Lahj, Aden, Abyan, and Marib governorates). Scope of services: as per the attached terms of reference. Acceptance criteria for the consulting firm GRPC analysis in Yemen: I. Technical specifications: · Experience: At least 3 similar assessments/analyses conducted in Yemen, specifically in conflict, development, gender, and resilience studies within health projects. · Team composition: A gender-balanced team of Yemeni personnel, with the possibility of field access to Aden, Lahj, Abyan, and Marib. · Language: All team members are fluent in both English and Arabic (speaking and writing). · Specialized expertise: · A strong understanding of resilience frameworks and conflict-sensitive approaches. · Proven experience in participatory/qualitative methodologies (focus groups, interviews with key experts, participatory discussions). · Relevant professional profiles (university degree required). · Proven cultural sensitivity and understanding of the local context. · Logistical capabilities: The ability to move and access project sites with limited logistical support from Doctors of the World. · For more information, please see the attached job descriptions. II. Financial Standards: · Budget Completion: A comprehensive VAT-detailed budget presentation, detailing all costs (fees, daily allowances, transportation, accommodation, communications, and a maximum 5% contingency margin). · Cost-effectiveness: The total budget should not be less than or more than 10% of the total available budget (the amount specified by the "Doctors of the World" organization). III. Administrative Standards: · Completed application: Technical proposal (10-15 pages, excluding CVs) + Financial proposal + Formal declaration of no conflict of interest. · Legal status: The company/consultants must be legally registered. · Exclusion criteria: bankruptcy, conviction for fraud/corruption, professional misconduct, tax or social security arrears. · Deadline adherence: Submit your offer by July 9, 2026, at 23:59 Yemen time , via email to the specified addresses.
