Expression of Interest for Survey of Civil Servants in Liberia 2026. Description: The objective of this assignment is to generate reliable and policy-relevant evidence on workforce capacity, management practices, operational conditions, and institutional constraints across selected government agencies in Liberia. Specifically, the assignment will: Generate baseline evidence on workforce capacity, management practices, and operational constraints across participating agencies; Identify human resource, digital, institutional, and operational bottlenecks affecting staff performance and service delivery; Assess staff skills and capacity-building needs, including the extent to which staff have access to the tools, training, and support required to perform their roles effectively; Examine how incentives, accountability structures, and political-economy dynamics shape staff behavior, decision-making, and reform prioritization; Assess the quality of management practices, including communication, supervision, performance management, staff motivation, and opportunities for professional development; Identify constraints to coordination within and across agencies, including challenges related to information sharing, overlapping mandates, and implementation responsibilities; Enable comparison across sectors, agencies, departments, geographic locations, and staff groups, including between headquarters and field offices where relevant; Enable benchmarking against comparable institutions and global evidence on public administration and institutional performance; Inform the prioritization and sequencing of institutional reforms, capacity-building activities, and project implementation support; and Complement the forestry-sector staff survey with community perspectives on engagement with the FDA, access to information, accountability, and constraints affecting forest-dependent communities.
