Tenders are invited for Construction of North Central Province Canal, Balance Works of UECP-ICB-1 from Moragahakanda to Kongetiya (from 0+106 to 3+989.5 km+m) Contract Package Balance Works of UECP-ICB-1 L4741-SRI: Mahaweli Water Security Investment Program (MWSIP) Stage 2 Project MALLI/MWSIP-STAGE 2/ADB/WORKS/UECP-ICB-1/ OCB/ 2025/ 001: Construction of North Central Province Canal, Balance Works of UECPICB-1 from Moragahakanda to Kongetiya (from 0+106 to 3+989.5 km+m) Contract Package Balance Works of UECP-ICB-1 The Democratic Socialist Republic of Sri Lanka has received financing from the Asian Development Bank (ADB), OPEC Fund for International Development (OPEC Fund), International Fund for Agricultural Development (IFAD) and other Co-financers toward the cost of Mahaweli Water Security Investment Program (MWSIP) Stage 2 Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB. This contract will be jointly financed by OPEC Fund. The eligibility rules and procedures of ADB will govern the bidding process. 2. The Chairman, High Level Procurement Committee (HLPC) on behalf of the Secretary, Ministry of Agriculture, Livestock, Land and Irrigation, represented by the Project Director, Project Management Unit (PMU) of MWSIP Stage 2 Project (the Employer), invites sealed bids from eligible Bidders for the Construction of North Central Province Canal, Balance Works of UECP-ICB-1 from Moragahakanda to Kongetiya (from 0+106 to 3+989.5 km+m) Contract Package Balance Works of UECP-ICB-1 ("the Works). 3. Open competitive bidding International will be conducted in accordance with ADBs SingleStage: Two-Envelope Bidding Procedure and is open to all Bidders from eligible countries as described in the Bidding Document. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding: (i) The Bidder shall have minimum average annual construction turnover of US$ 16.5 million, calculated as total certified payments received for contracts in progress or completed, within the immediate past ten (10) years. (ii) The Bidder shall have participated, as a contractor, Joint Venture partner or subcontractor, in at least two (2) contracts within the immediate past ten (10) years that have been successfully or substantially completed, where the value of the Bidders participation exceeds US$ 12.5 million in each case in civil engineering infrastructure Interested Bidders shall notify the Employer of their intention to purchase the Bidding Document and interest to submit a bid by emailing the Project Director (email address: ebid.mwsip@gmail.com) and attaching the scanned notification. Such notifications shall strictly be written under the Bidders official letterhead and signed by the Bidders authorized representative indicating the name and address of the Bidder, contact number, fax number and email address to receive the digital copies of the Bidding Document, further clarifications, and Addenda that may be issued during the bidding process. Upon receipt of the Bidders letter, the Employer will provide the Bidder, its bank account details for the payment of the non-refundable fee of LKR 150,000.00 or US$ 500.00. Bidders shall send the transfer confirmation of this non-refundable payment also to the Project Director as soon as such payment is done. Upon the confirmation of non-refundable payment made by the Bidder, the Employer will send the link to the full set of the Bidding Document for the Bidder to download. Bidder shall be responsible to ensure it downloads the full set of documents and the Employer shall take no responsibility for any consequence under this procurement process or thereafter of the Bidders failure to do so. A pre-bid meeting with the Bidders will be held at the Office of the Project Director, Project Management Unit (PMU), Mahaweli Water Security Investment Program (MWSIP) Stage 2 Project, No. 493 1/1, T.B. Jayah Mawatha, Colombo 10, Sri Lanka on 13 July 2026 at 11:00 AM (local time). Bidders may attend this pre-bid meeting in person (by up to a maximum of two representatives, subject to prior registration with the Employer). Bidders may also attend the meeting virtually. Bidders shall request via an email to the Project Director on or before 9 July 2026 in order to be provided the link to the online conferencing facility. Interested Bidders can also visit the site at least three days before the date of the pre-bid meeting, provided that prior arrangements are made with and confirmed by the Employer. 9. Sealed Bids addressed to the Chairman, HLPC shall be delivered to the office of the Secretary, Ministry of Agriculture, Livestock, Land and Irrigation, 10th Floor, No. 500, T.B. Jayah Mawatha, Colombo 10, Sri Lanka together with a Bid Security for an amount LKR 112,000,000 (Sri Lankan Rupees One Hundred and Twelve Million only) specified in the Bidding Document (Section 2 Bid Data Sheet, ITB 20.1). The Technical Bids will be opened immediately after the deadline in the presence of the Bidders representatives who choose to attend. Bidders may also attend the bid opening virtually. Bidders shall request via an email to the Project Director, MWSIP Stage 2 Project on or before 20 August 2026 in order to be provided the link to the online conferencing facility.
