Telecommunications Services – Lease Of Ethernet Telecommunications Capacities (Wan A) And Analog And Digital Connections - Conclusion Of A Framework Agreement With One Business Entity For A Period Of 2 (Two) Years. Pursuant To The Technical Specification, The Procurement Includes Two Types Of Services That Are Not Divided Into Groups For The Reason That They Represent An Interdependent Functional Entity As Part Of The Telecommunications Infrastructure For The Provision Of Services To Air Traffic Management Systems. In Request Ozek0010 Of The Technical Specifications, It Is Defined Why A Single Solution Is Required For Ethernet Telecommunication Capacities, Which Makes It Impossible To Additionally Divide Ethernet Telecommunication Capacity Lease Services Into Groups. The Client Intends To Conclude A Framework Agreement With One Service Provider In Order To Be Able To Achieve Better Quality And Safer Supervision Of The Services In Question In Terms Of Fast And Effective Communication, Elimination Of Problems And Interruptions, All In The Function Of Safe Air Traffic. The Quantities And Values ​​Of The Access Speeds Of Ethernet Telecommunication Capacities And Analog And Digital Connections Defined By The Technical Specification (Annex 1) And The Cost List (Annex 3) Are Tentative For The Period Of Validity Of The Framework Agreement. The Reason For This Is That, Due To The Dynamics Of Its Operational Needs, The Client Cannot Accurately Determine Them In Advance For The Entire Duration Of The Framework Agreement. Therefore, The Actual Realization Will Depend On The Needs Of The Client At A Given Moment, And The Same May Be Greater Or Less Than The Approximate Quantities And Values ​​Defined In The Technical Specification And Cost List. In Order To Ensure This Type Of Procurement Model For The Services In Question During The Duration Of The Framework Agreement, The Bidder Must, In Addition To The Price List, Attach As Part Of The Bid A Document Called The Price List Of Services, Which Concerns Exclusively The Lease Of Ethernet Telecommunications Capacities In Accordance With The Conditions Of The Technical Specification, But With The Possibility Of Different Access Speeds In All Steps Defined In The Template Called The Price List, Which As Annex 4 Represents An Integral And Unchanging Part Of The Bid. The Bidder Must Offer Prices For All Speeds And Capacities Provided For In The Price List. Such A Price List Must Be Valid For The Entire Duration Of The Framework Agreement. The Technical Specification Can Be Found In The Annex To This Documentation. The Bidder Must Comply With All The Requirements From The Technical Specification That Are Defined As Mandatory, Which He Will State By Completing The Compliance Table From The Attached Documentation. In The Compliance Table, The Bidder Is Obliged To Write Next To Each Request Whether It Is Compliant Or Non-Compliant With The Request. In The Remarks Column, The Bidder Must State Where In The Bid The Proof Of Said Conformity Is Found. Bids That Do Not Meet All The Mandatory Requirements Specified In The Technical Specification Will Be Rejected By The Client.
