Request for proposals for Consultancy Services for the Implementation of the National Adaptation Plan (NAP) of the State of Qatar. GGGI Qatar Office is seeking proposals from eligible firms for the following activities and scope of work on the establishment of implementation mechanism for the Qatars National Adaptation Plan (NAP). The consulting firm will work under the strategic guidance of GGGIs Qatar Office and in close collaboration with the MECC. The scope includes: A. NAP implementation scoping and gap assessment The Consultant shall support the identification of the objectives and scope of work for the NAP implementation process. Key tasks may include: Review the existing National Adaptation Plan (NAP), relevant climate adaptation policies, strategies, frameworks, and related sectoral documents to identify existing priorities, implementation arrangements, and ongoing initiatives. Conduct a gap assessment to identify any institutional, technical, policy, or coordination gaps that may affect effective NAP implementation, and provide recommendations to strengthen adaptation planning and implementation efforts. Support the establishment of a common understanding for NAP Phase 3 regarding the scope of work, implementation approach, stakeholder mapping and engagement strategy, as well as coordination mechanisms. B. Institutional coordination and governance strengthening The Consultant shall support the operationalization of governance arrangements for NAP implementation as needed. Key tasks may include: Support conducting comprehensive stakeholder mapping covering government entities, semi-government institutions, private sector actors, academia, civil society, and development partners engaged in adaptation-related activities. Facilitate and support coordination meetings, bilateral consultations, and at least one national validation workshop to clarify institutional roles, responsibilities, reporting lines, and decision-making processes for the NAP implementation. C. Development of the NAP implementation roadmap and project pipeline The Consultant shall translate NAP priorities into an operational and sequenced implementation roadmap (plan). Key tasks include: Design a detailed implementation roadmap for the NAP should be the starting point. Apply a transparent prioritization methodology (e.g., multi-criteria assessment including climate risk reduction potential, feasibility, cost-effectiveness, socio-economic benefits, and alignment with national strategies). Assess and recommend a pipeline of priority adaptation projects (indicatively 1525 high-priority projects across the six sectors and cross sectoral, subject to MECC approval and stakeholder validation). Each prioritized project shall include indicative cost estimates, implementation modalities, a clear financing pathway, readiness status, and responsible institution for next-step development. Identify gaps/needs (if any) and provide recommendations to further guide climate change adaptation actions. Develop a comprehensive Implementation roadmap (approximately 4060 pages, excluding annexes), structured as a strategic planning document and accompanied by actionable annexes and templates. The roadmap shall include: Phased implementation plan (short-, medium-, and long-term actions); Clear assignment of responsible entities and coordination mechanisms; Milestones and timelines (Gantt chart format); Costed action plan with estimated budget envelopes; Funding gap analysis and financing pathways; Risk assessment and mitigation strategy; Mapping of private sector engagement opportunities and adaptation investment potential; Integration points with national development strategies and budgeting cycles. D. Support the design of a dedicated adaptation financing mechanism to support the NAP implementation The Consultant shall assess and propose a sustainable financing mechanism to support NAP implementation. Key tasks include: Conduct a comprehensive adaptation finance needs assessment, including sectoral costing and funding gap analysis. Review existing public finance flows, climate finance mechanisms, and institutional mandates. Assess potential domestic, regional, and international financing sources (public, private, blended finance, climate funds) and suitability of capital market instruments such as resilience bonds. Design a Dedicated Adaptation Financing Mechanism proposal, including: Institutional hosting arrangements; Governance structure; Operational modalities; Resource mobilization strategy; Monitoring and accountability mechanisms; Options for private sector leverage and blended finance instruments. The proposal shall align with international climate finance standards and be tailored to Qatars context. E. Develop a harmonized Monitoring, Evaluation, and Learning (MEL) framework The Consultant shall develop a robust MEL framework aligned with national and international reporting obligations. The MEL framework shall also be aligned with the national MRV system currently under development. The existing MRV platform may be utilized, adapted or updated to meet the needs of the MEL framework. If necessary, the Consultant shall develop a dedicated platform tailored specifically to support NAP implementation. The MEL framework should include/ based on Key Performance Indicators. Key tasks include: Map adaptation-related reporting obligations (e.g., UNFCCC reporting, National Communications, Adaptation Communications, Global Goal on Adaptation (GGA), NDC, national planning frameworks). Assess the need for adaptation/resilience command center infrastructure and/or adaptation digital twin. Assess the suitability of digital platforms such as The EU Destination Earth (DestinE) platform and/or similar ready-to-use tools (pros and cons) to Qatar context. Define institutional roles and responsibilities. Develop and support validation of a consolidated set of quantitative and qualitative adaptation indicators aligned with the NAP. Identify data sources, collection methodologies, and reporting frequency. Develop standardized reporting templates and digital-ready tools (where feasible). Pilot the MEL framework through stakeholder consultation. Develop a practical MEL operational manual. F. Targeted capacity building and knowledge sharing The Consultant shall ensure institutional ownership and sustainability of Phase 3 outputs. Key tasks include: Support delivery of targeted capacity-building workshops/sessions across outputs (as needed) for TWGs and relevant institutions on project preparation, implementation, MEL application, and knowledge dissemination. Develop awareness materials and communication strategy. Prepare a final synthesis report consolidating all outputs delivered under this assignment along with a handover package. All activities under this consultancy shall integrate social inclusion considerations, ensuring that adaptation benefits reach vulnerable groups. The NAP implementation shall align with Qatars commitments under the Paris Agreement, the Sendai Framework, and relevant Sustainable Development Goals.
