The Object Of The Contract Is The Provision Of Consulting Services For The Implementation Of Actions To Save Energy In The Building Facilities Of The Ministry Of Digital Governance. In Particular, The Object Of The Project Is The Reduction Of Energy Consumption In The Three Buildings Of The Ministry Of Digital Governance - Two Buildings At The Address Frangoudi 11 &; Al. Pantou, Kallithea, Tk 176 71, And A Building At Chandri 1 & Thes/Kis, Moschato, Tk 183 46 - Through The Implementation Of Organizational And Management Measures, With The Ultimate Goal Of Saving Energy, Reducing Operating Costs And Complying With The Institutional Framework Of The Public Health Service Measures To Improve Energy Efficiency And Save Energy In Buildings And Facilities Owned By Or Used By Entities Of Public Sector (Government Gazette B 3424/2-7-2022), As Amended And In Force. Implementation Must Be Based On A Structured Methodology And Requires Specialized Technical Training In Areas Such As Energy Analysis, Human Resource Training And Operational Culture Change. More Specifically, This Project Focuses On Achieving Energy Savings With Behavioral Measures Described As Follows: 1. Obtaining Historical Data From The Contracting Authority, Of Electricity Consumption Every Fifteen Minutes (15) By Exporting Them From The Relevant Deddie Platform For The Period Of The Last Two Years At Least (Maximum Four Years) And Evaluating The Correctness Of Data (Bills, Deddie Details, Invoices, Etc.) And Monitoring And Documentation Of Consumption, Using Energy Data, Performance Indicators (Kpis) And Periodic Reports. The Contracting Authority Should Provide The Contractor With Full Access To The Deddie Platform. 2. Macroscopic Evaluation Of The Facilities And Equipment, Through Visits To The Areas Related To The Subject Of The Project. 3. Receiving Equipment Items To Be Delivered By The Contracting Authority, Which Are Located In The Areas Of Interest And Are In Operation. Control Of The Equipment Details And Comparison With The Existing Situation. 4. Support And Guidance Of The Energy Manager Of The Building Of The Contracting Authority For The Implementation Of The Energy Saving Actions Of The Kya Measures To Improve Energy Efficiency And Save Energy In Buildings And Facilities That Belong To Or Are Used By Public Sector Bodies (Government Gazette B 3424/2-7-2022). 5. Proposal Of Low-Cost Energy Saving Actions (Quick Wins) That Can Be Implemented Immediately. 6. Administrative Methodology Proposals To Achieve A Long-Term Energy Saving Culture. 7. Determination Of Base Energy Consumption. 8. Monitoring, Detection And Presentation Of Energy Saving Trend/Indicators, E.G. Energy Consumption Evolution Diagrams. 9. Establishment Of An Organizational Structure For Energy Management, With The Definition Of Responsible Persons Per Building And A Clear Division Of Roles And Procedures
