This Procurement Seeks To Engage A Qualified Service Provider To Conduct A Feasibility Study On Digital Infrastructure Investment Opportunities In The Philippines Under The Eu–Ph Digital Economy Package (Dep). Haus Finnish Institute Of Public Management Ltd Implements This Procurement As Part Of Component 3 Of The Dep, Which Focuses On Capacity Building And Policy Support Related To Digital Connectivity, Cybersecurity, And The Use Of Data And Digital Technologies, While Strengthening The Enabling Environment For Digital Infrastructure Investments.The Philippines Represents One Of The Most Dynamic And Rapidly Growing Digital Markets In Southeast Asia, With Increasing Demand For Connectivity, Data Services, And Digital Solutions Across Sectors. At The Same Time, Significant Investment Gaps Remain, Particularly In Underserved Regions And Across Key Segments Of The Digital Infrastructure Value Chain. This Creates A Unique Opportunity To Identify And Support High-Impact Investment Opportunities That Can Accelerate Digitalisation And Inclusive Economic Growth.The Study Will Focus On Key Areas Of Digital Infrastructure, Including Data Centres, Broadband Connectivity, Fibre Infrastructure, Mobile Networks (5G/6G), Internet Exchange Points (Ixps), Cloud Infrastructure, And Other Enabling Technologies Relevant In The Philippine Context.The Selected Contractor, A Team Of Up To Three Experts, Will Carry Out A Comprehensive Analysis Of The Market, Assess Investment Potential, And Identify A Pipeline Of Viable Investment Opportunities. Haus Is Seeking Experienced Experts With A Strong Combination Of Technical, Financial, And Policy Expertise In Digital Infrastructure, As Well As Demonstrated Experience In Feasibility Studies, Investment Analysis, And Stakeholder Engagement In A Development Cooperation Context. The Assignment Will Support The Preparation Of Future Investments By Providing Actionable, Evidence-Based Insights To Public Stakeholders, Investors, And Development Partners.The Assignment Is Planned To Commence In August 2026 And Will Be Implemented Over An Estimated Duration Of Approximately Three Months, Including A Site Visit To The Philippines.
