Request for proposals for Consultancy to Administer a Public Transport Quality of Service Survey in Nairobi The RIDE programme is a UK Foreign, Commonwealth & Development Office (FCDO)- supported initiative focused on generating evidence and innovation for sustainable, inclusive, and climate-responsive transport systems in low- and middle-income countries. The programme emphasizes locally grounded research, uptake of evidence into policy and practice, and the strengthening of sustainable urban mobility systems. RIDE Programme Kenyas National Electric Mobility Policy promotes the electrification of road transport, including the informal public transport sector, as part of efforts to reduce emissions, improve energy security, and modernize urban mobility systems. The electrification of public transport also presents an opportunity to improve operational efficiency, passenger experience, reliability, and integration with future mass transit systems. As the government and private sector increasingly invest in electric mobility, there is a need for robust evidence on how passengers perceive and prioritize different service quality attributes across public transport modes. Without such evidence, electrification efforts risk improving environmental outcomes without significantly improving the passenger experience or increasing public transport attractiveness. This study seeks to answer the feed into research on how specific service quality attributes of paratransit modes influence passenger satisfaction and mode choice in Nairobi, and which of these attributes should be prioritized within Kenyas electric mobility transition to enhance urban public transport performance. The study will focus on passengers using, conventional boda bodas, electric boda bodas, conventional matatus, electric buses and/or electric matatus To support this work, WRI seeks to engage a qualified consultant to administer a passenger quality-of-service survey in Nairobi. Objective of the Assignment The objective of this assignment is to conduct high-quality field administration of a passenger quality-of-service survey targeting public transport users in Nairobi. The consultant will be responsible for mobilization, enumerator deployment, field supervision, quality assurance, and submission of complete survey datasets in accordance with protocols provided by WRI. WRI will develop the questionnaire, sampling guidance, and overall research framework. Scope of Work The consultant will undertake the following tasks: Task 1: Inception and Planning Participate in an inception meeting with WRI. Review the survey instruments and field protocols provided by WRI. Develop a fieldwork plan, including a proposed deployment strategy, enumerator allocation, quality assurance procedures and risk mitigation measures Support refinement of operational sampling logistics where necessary. Task 2: Enumerator Recruitment and Training Recruit qualified enumerators and field supervisors with prior experience in administering surveys. Ensure enumerators are proficient in English and Kiswahili. Organize and facilitate enumerator training sessions in collaboration with WRI. Conduct pilot testing of the questionnaire and incorporate operational feedback. Task 3: Survey Administration Administer the passenger quality-of-service survey across selected locations in Nairobi.
