Prior Information Notice For Canteen And Other Restricted-Clientele Cafeteria Services – Acquisition Of Staff Restaurant Services For Restaurant Pihapavijong And Restaurant Espa4. The Chancellery Of The Government Requests Your Offer For The Procurement Of Restaurant Services For Restaurant Pihapavijongi And Restaurant Espa4 In Accordance With This Request For Tenders And Its Appendices. The Subject Of The Procurement Is The Procurement Of Personnel, Meeting And Catering Services In The Government Council And Its Ministries Staff Restaurants Pihapaviljonki And Espa4. The Chancellery Of The Government (Customer) Tenders The Staff Restaurant Pihapavijong (Snellmaninkatu 5, Delivery Address Ritarikatu 6-8) And The Meeting Services Of The Properties In The So-Called Block 2 Area (Hallituskatu 3 And 5, Kirkkokatu 12 And 14, Snellmaninkatu 7 And Arppeanum) As A Joint Service Of The Government, And The Same Contract Includes The Restaurant Espa4 (Eteläesplanadi 4) As A Whole With A License Agreement. The Chancellery Of The Government Enters Into An Agreement With The Supplier, And The Lunch, Meeting And Representation Services Are Billed To The Customers, Which Are The Government And Its Ministries Or Entities That Have The Right To Use The Government Premises. From 1 May 2027, When The Objects Previous Contract Ends. With This Contract, If Necessary, Services Can Also Be Provided In Temporary Premises, In Which Case Increasing Orders Can Increase The Value Of The Contract By A Maximum Of 10%. The Procurement Seeks Food Services That Are Economically Affordable, In Accordance With Nutritional Recommendations, And Organically Produced And In Accordance With The Season, The Production Of Which Takes Into Account The Energy And Environmental Aspects As Well As The Climate Impact. The Supplier Can Use The Kitchen, Restaurant, Storage And Social Facilities Of The Offices As Well As Fixed Equipment, Water, Energy, Property Maintenance, Waste Water And Waste Management Free Of Charge. The Service Provider Must Transfer The Benefit It Receives In This Way Directly To The Prices Of The Products And Services. The Service Provider Manages The Personnel Restaurant Service (Lunch And Cafeteria Service) As Its Own Business For Its Own Account And Receives Compensation From The Restaurants Customers, And It Is A Right-Of-Use Agreement Referred To In The Procurement Act. In The License Agreement, The Financial Risk Related To The Operation Is Fully Transferred To The Offerer (Supplier). As Far As Meeting And Representation Catering Is Concerned, It Is A Matter Of Service Procurement, Where The Catering Space And Costs Are Paid By The Ministry Using The Facilities That Placed The Order. Since These Areas Cannot Be Objectively Separated From Each Other, The Provisions Applicable To The Main Object Of The Contract (Usage Agreement) Apply To The Procurement.
