Project Overview and Scope of Bidding Project Scale: The project involves design, construction and completion of about 20.1 km primary and secondary transmission network to distribute water from P(J)WTP in Dhaka North City Corporation area. Works include: detailed design with hydraulic modelling; procurement and construction of 1200mm, 1000mm, 800mm and 600mm DI pipes; 560mm, 450mm, and 400mm HDPE pipes with fittings and appurtenances; design and construction of distribution nodes; installation of Butterfly Valves, Air Release Valves, Gate Valves, Pressure Reducing Valves with Flow Meters, Washout Valves and valve chambers; and design, procurement and installation of a SCADA system integrated with the existing DWASA central SCADA system. The Main SCADA base shall be from the existing Abdullahpur Booster Pump Station. Construction Period: 730 days from the commencement of the contract with O&M Support within Defect Notification Period. Content and Scope of Bidding: Contract title of the package: Construction of Primary and Secondary Distribution Mains of Padma Transmission Network including all Material Supplies with O&M Support within Defect Notification Period at Dhaka North City Corporation area (Package No.: W-2/ICB-02.02) under Expanded Dhaka Water Supply Resilience Project (EDWSRP), Dhaka WASA. The specific scope of works shall include detailed design with hydraulic modelling, procurement and construction of primary and secondary distribution mains of various diameters including DI and HDPE pipes with associated fittings, appurtenances, valve chambers, distribution nodes, HDPE connection pipelines, and a SCADA system for the automatic control, monitoring and data acquisition of the primary and secondary distribution network. The specific requirements shall be governed by the technical standards and specifications Government of the Peoples Republic of Bangladesh Dhaka Water Supply and Sewerage Authority Expanded Dhaka Water Supply Resilience Project (EDWSRP) as well as the bill of quantities set forth in the bidding documents for this project. III. Bidders Eligibilities International Competitive Bidding will be conducted in accordance with Single-Stage: Two-Envelope procedure and is open to all Bidders from eligible source countries of NDB as described in the Bidding Document. Only eligible Bidders with the following key qualifications defined in the Bidding Document may participate in this bidding: Participation as a contractor, Joint Venture partner, or Subcontractor in contracts that have been satisfactorily completed between 1st April 2016 and bid submission deadline: having satisfactorily completed design, construction and O&M of water supply transmission and distribution network either one contract in which the value of the Bidders participation exceeded USD 13.50 million, or two contracts in which the value exceeded USD 6.75 million each. The Bidder shall have experience within the last 10 years in: (a) design, supply and construction of transmission, primary and secondary distribution networks using Ductile Iron (DI) pipes of various diameters ranging from 600mm to 1200mm; (b) design, supply and construction of HDPE pipelines for water supply networks with pipes of various diameters ranging from 315mm to 560mm; (c) design, supply and installation of appurtenances including PRVs, Bulk Water Meters, ARVs, Gate Valves, Butterfly Valves, and valve chambers; and (d) designed and constructed networks that have been in operation for a minimum of 5 years. Minimum average annual construction turnover of USD 15 million calculated as total certified payments received for contracts in progress or completed, within the last 5 years. IV.
