Prior Information Notice For Computer-Related Services – Network And Security Management. The Municipality Of Leidschendam-Voorburg Intends To Award A Contract To Kpn For Taking Temporary Bridging Measures In The Network And Security Environment. These Measures Include The Replacement Of The External Firewall Cluster, The Temporary Extension Of Licenses And Support For Network Components And The Implementation Of An Email Security Solution. For This Award, The Municipality Applies The Negotiated Procedure Without Prior Notice On The Basis Of Article 2.32 Paragraph 1 Of The Public Procurement Act 2012, Due To Compelling Urgency That Is Not Attributable To The Contracting Authority, In Combination With Technical And Operational Dependencies Within The Existing Ict Environment. The Systems In Question Will Reach Their End Of Life / End Of Support In 2026. The Use Of Unsupported Systems Is Not Compatible With Applicable Laws And Regulations (Bio And Nis2) And Entails Unacceptable Risks For The Continuity And Security Of Municipal Services. At The Same Time, A Tender Process For Structural Ict Management Is Underway, Which Means That The Necessary Measures Cannot Be Implemented In A Timely Manner Through A Regular Tender Procedure. As The Current Supplier And Management Party, Kpn Is Fully Familiar With The Existing Infrastructure And Configurations. The Requested Measures Are Directly In Line With This Environment. Involving Another Party Would Lead To Significant Implementation Risks, Delays And Higher Costs, And Therefore To An Increased Risk For The Continuity And Security Of Services. Based On These Circumstances, The Municipality Is Of The Opinion That Only Kpn Can Carry Out The Assignment Without Disproportionate Risks. The Assignment Has A Temporary And Strictly Necessary Bridging Character. After Publication Of This Notice, A Waiting Period Of Ten Calendar Days Will Be Applied Before The Final Award Is Made.
