The Introduction Will Take Place Across The University In All Organizational Units. Leibniz University Hannover Currently Does Not Use A Digital Applicant Management System. Applications Are Currently Sent By Email Or Post To The Contact Person Named In The Advertisement. The Entire Application Process Includes Both Central And Decentralized Processing Steps, Which Leads To Increased Coordination Effort Between The Human Resources And Legal Department And The Organizational Units Issuing The Advertisement. Around 1,000 Job Advertisements Are Advertised At The University Every Year. Due To The Increasing Shortage Of Skilled Workers And Increasing Requirements - Especially In The Area Of Third-Party Funded And Temporary Scientific Employment - A Further Increase In The Number Of Advertisements Can Be Expected In The Coming Years. It Is Estimated That More Than 1,000 People In Different Roles And Functions Are Involved In The Application Processes Within The University. In The Future, They Will Work With A Uniform Software Solution And Standardized And Optimized Procedures. Accordingly, A Complex User And Role System With A Comparable Number Of Users Is Expected. The Aim Of The Tender Is To Procure And Introduce A Digital Application Portal For The Sustainable Modernization And Digitalization Of The Application Processes At Leibniz University Hannover. With The Introduction Of The System, The Client Is Pursuing The Following Objectives In Particular: - Strengthening Competitiveness As A Modern And Attractive Employer - Optimizing And Standardizing The Existing Application Processes Within The Framework Of The Legal Requirements - Reducing Media Disruptions And Improving Cross-Departmental Collaboration - Increasing The Service Quality For Applicants And User-Friendliness For Internal Users - Improving The Control And Evaluation Options In The Sense Of Data-Based Controlling - Ensuring A Resource-Saving And Sustainable Use Of Resources - Ensuring Legal Conformity, In Particular Through Compliance With The Gdpr The Contract Term Is Initially Four Years. There Is An Option To Extend The Contract Twice By Mutual Agreement, Each Time For Up To Two Additional Years. Details Can Be Found In The Schedule (Chapter 4). Due To The Specific Professional And Technical Requirements, The Award Procedure Is Carried Out As A Negotiated Award. The Aim Is To Use Structured Negotiations To Determine An Offer That Best Meets The Requirements. The Award Procedure Is Carried Out In Several Stages. Once The Offers Have Been Received, They Are First Checked Based On The Defined Exclusion Criteria
