Prior Information Notice For Public Transport Services By Railways - Publication In Accordance With Article 7 Paragraph 2 Of Regulation (Ec) 1370/2007 Of October 23, 2007 On The Intended Initiation Of A Negotiated Procedure Without A Call For Competition For The Interim Provision Of Transport Services In The S-Bahn Sub-Network S2 For Seven Years
Prior Information Notice For Public Transport Services By Railways - Publication In Accordance With Article 7 Paragraph 2 Of Regulation (Ec) 1370/2007 Of October 23, 2007 On The Intended Initiation Of A Negotiated Procedure Without A Call For Competition For The Interim Provision Of Transport Services In The S-Bahn Sub-Network S2 For Seven Years. The Services To Be Awarded Are To Be Provided In The S2 S-Bahn Subnetwork On The S2 Niedernhausen - Dietzenbach Line. There Is A Transport Contract Between Rmv And Db Regio Ag S-Bahn Rhein-Main (Db Regio) For The Provision Of Local Rail Transport Services In The S-Bahn Subnetwork S2 With A Term Until December 8, 2029 (Vsv S2). According To Vsv S2, Db Regio Provides The Vehicles Necessary For Operation And Is Responsible For Their Maintenance. There Are Currently 28 Multiple Units Of The Et 423 Series In Use In The S2 Subnetwork. By Around The End Of 2028, A Total Of 32 Vehicles (Including 4 Reserve Vehicles Of The Et 423 Series) Will Be Required Due To Infrastructural Measures At Niedernhausen Station. There Is Also A Transport Contract Between The Rmv And Db Regio For The Provision Of Local Rail Transport Services In The Kleyer S-Bahn Subnetwork (Lines S1 / S7 / S8 / S9) With A Term Until December 13, 2036 (Vsv Kleyer). The Db Regio Also Provides The Vehicles Here And Is Responsible For The Maintenance Of These Vehicles. There Are 98 Multiple Units Of The Et 430 Series And 14 Multiple Units Of The Et 425 Series (Particularly On The S7 Line) In Use. The S2 And Kleyer Sub-Networks Are To Be Merged For Operational And Economic Reasons And Awarded As A Single Order With New Vehicles When Operations Start In December 2036. Over The Years It Has Become Clear That The Original Division Of These Sub-Networks Did Not Make Sense From An Operational And Economic Perspective. Due To Operational Overlaps In Both Sub-Networks, Various Synergy Effects Are To Be Achieved Through A Merger. In Addition To Planning Synergies, Economic Advantages Are To Be Achieved By Merging Both Networks (E.G. Significantly More Favorable Conditions For Vehicle Procurement, Lower Maintenance Costs For The Same Vehicle Type, Shared Spare Parts Storage And Shared Parking And Workshop Infrastructure). The Period Until December 2036 (I.E. Until The Joint Re-Allocation With The Kleyer Subnetwork) Must Be Bridged In A Suitable Manner In The S2 Subnetwork. Either An Interim Award Of Old Vehicles To The Existing Operator Db Regio For A Further 7 Years Or A New Award In Competition With New Vehicles With Simultaneous Registration Of Used Vehicles Can Be Considered. However, A New Award Of The S2 Subnetwork In The Competition As Early As December 2029 Is Considered To Be Very Difficult For Various Reasons. On The One Hand, The Timely Delivery Of New Vehicles Cannot Be Guaranteed When New Vehicles Are Awarded. Due To Major Tendering Procedures That Take Place In Advance Or In Parallel (Munich S-Bahn And Cologne S-Bahn), The Vehicle Manufacturers Production Capacities Are Likely To Be Heavily Utilized. On The Other Hand, For Economic Reasons, The Manufacturers Probably Have No Interest In Producing A Comparatively Very Small Number Of New Vehicles For This Small Part
