Tees Is A Hamlet In Central Alberta, Canada, Within Lacombe County. It Is Located Just North Of Highway 12, Off Highway 821, Approximately 40 Kilometres Northeast Of Red Deer. In The Latest Census, Conducted In 2021, Tees Had A Population Of 73 Living In 28 Of Its 31 Total Private Dwellings And This Is Not Expected To Change Considerably In The Near Future.There Is Limited Bulk Water Fill Capacity To Support The Agricultural And Other Economic Activities In The Area Which Is The Primary Driver Of The Project. In Addition, The Only Access To Water For Residents In The Hamlet Of Tees Is Via Private Water Wells Which Are Known For Their Poor Quality. In The Future, The County Would Like To Provide Residents With A Domestic Water Distribution And Fire Protection System That Meets Alberta Environment And Protected Area’S Drinking Water Quality Standard, But In The Interim Would Like To Provide Bottled Water Fill At The Proposed Facility. As Such, The Facility Will Need To Accommodate 20 L Residential Refillable Water Bottles To 62,000 L B-Trains, With The Adaptable And Intentionally Designed For A Future Distribution System And Be Green Energy Ready.The County Owns A Parcel Of Land (See Figure 1) In Tees Where The Proposed Reservoir And Bulk Water Fill Station Can Be Constructed, Providing That Water Service Is Provided To The Public Works Storage Building Cistern. The Existing Hwy 12/21 Regional Water Services Commission Potable Water Main Runs Within The Highway 12 Road Allowance On Both Sides Of The Highway 821 Interchange, Supplying Water From Alix To Clive. This Water Main Is Intended To Be Used As A Source Of Water For The Proposed Reservoir And Bulk Fill Station.An Existing Salt Shed, Public Works Storage Building, And Regional Water Pump Station Are On This Parcel Of Land. A Geotechnical Investigation Report Dated June 11, 2025 (With Addendum #1 Dated September 30, 2025), Both Prepared By Parklandgeo Ltd., As Per Appendix G. The Most Current Geotechnical Investigation And Previous Geotechnical Investigations On The Property Have Identified A High Ground Water Table.The Conceptual Design Was Completed In 2024 By Stantec Shown In Appendix D, And Identified Three Site Locations Within The Parcel, Railway Ave, Mcnabb St., And Main St., With The One Closer To Hwy 821 Being The Preferred With A Below-Ground Concrete Reservoir And Bulk Fill Pumphouse.The Design Brief Memorandum (Appendix E) Issued November 18, 2025 (Approved December 10, 2025) By Site Engineering Technology Inc. And The Geotechnical Investigation Report Dated June 11, 2025 (With Addendum #1 Dated September 30, 2025) By Parklandgeo Ltd. Set The Foundational Criteria For The “Hamlet Of Tees – Reservoir And Truckfill Station” Project And Will Be The Basis Of The Detailed Design. All Design Shall Also Conform To The Lacombe County Standards Manual, Edition 3 (May 2017) (Appendix F).An Energy Modelling Report Labelled Climate Ready Infrastructure Service Was Completed By Rjc Engineers Dated May 12, 2026 (Appendix H). This Along With The Dbm Sets The Requirements For Green-Ready Design Considerations.The Scope Of This Rfp Will Entail Project Startup And Data Gathering And Review, Detail Design/Approvals, Field Services And Post Construction Services For The Tees Reservoir And Truckfill Station As Outlined Below:- Kickoff And Data Reviewthe Project Kickoff And Data Review Will Provide The Consultant An Opportunity To Collect And Review All The Available Information For The Successfully Completion Of The Project.- Detail Designthe Detail Design Will Provide The Design And Requirements For The Approvals, Tendering, Construction (Contractor And County Works) And Post Construction Services. The Construction Is Expected To Be Completed By Both County And Contractor(S).The County Will Complete The Pre-Grading And Site Prep Work Related To Rough Grading And Site Access Including Stripping, Grading, Surface Drainage, Access Culvert And Access, With This Work Expected To Be Completed In Fall Of 2026.The Tees Truck Fill Station Will Be Tendered To A Contractor Including Deep Utilities, Civil, Landscaping, Architecture, Structural, Process, Hvac Mechanical, Electrical, Instrumentation And Controls Including The Design Of Local Control Of The System That Can Seamlessly Be Integrated Into Supervisory Control And Data Acquisition System (Scada & Scadaar Viewing Portal) For Highway 12/21 Regional Water Services Commission (Commission) And County Scada System. Provide Detailed Scope Of Work And Requirements For Programming The Local Control Into The Existing Commission And County Scada Systems. The Proponent Will Be Responsible For Obtaining All Required Approvals For The Project.- Procurement Supportthe Proponent Will Support The County Project Manager During The Procurement Process.- Field Servicesthe Proponent Will Provide The Field Services Required To Ensure Compliance With Issue For Construction Drawings And Technical Specification During Construction.- Post Construction Servicesthe Post Construction Services Are Services Completed After Issue Of Construction Completion And Include Warranty Inspection, Record Drawings, Operation And Maintenances Manuals, And Final Acceptance.
