The bidder must submit a valid National Labor Support Certificate and a To Whom It May Concern certificate from the Public Authority for Manpower; bids without these certificates will be excluded. Owners of small and medium enterprises are exempt from document purchase fees as per Article (39) of Law No. 74/2019, and must attach a valid certificate from the National Fund for SMEs Development.
