Tenders are invited for Construction of Safety & Water Control Structures. The Ministry of Agriculture, Irrigation and Water Development has received financing from the African Development Bank and OPEC Fund for International Development hereinafter called the Bank toward the cost of the Shire Valley Transformation Programme - 2 and intends to apply part of the proceeds toward payments under the Construction of Safety & Water Control Structures. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Banks Disbursement Guidelines and procedures for Investment Project Financing and OPEC Fund Loan Handbook, except for those payments, which the contract provides to be made through letter of credit. 2. The Shire Valley Transformation Programme-2 now invites sealed Bids from eligible Bidders for the Construction of Safety & Water Control Structures. 3. Bidding will be conducted through the Open Competitive Bidding (International), OCBI procedures as specified in the African Development Banks Procurement Policy for Bank Group Funded Operations dated October 2015, IFB and is open to all eligible Bidders as defined in the Procurement Framework 4. Interested eligible Bidders may obtain further information from Shire Valley Transformation Programme Attention: Procurement Specialist Email procurement.doi@svtp.gov.mw; mailto:mtewete.doi@svtp.gov.mw and inspect the bidding document during office hours from 08:00 to 16:00 hours at the address given below. 5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of MK50,000.00 or USD30.00. The method of payment will be cash at Shire Valley Transformation Programme-2 Offices, Accounts Office, Room No. 7, or direct bank deposit to Shire Valley Transformation Programme, Reserve Bank of Malawi 0013006240233, (Local Currency) or 0013006240232 (Foreign Currency). The document will be sent by email. 6. Bids must be delivered to the address below on or before 14:00 hours on 1st July, 2026. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below at 14:00 hours on 1st July, 2026. 7. All Bids must be accompanied by a Bid Security of USD340,000.00 or equivalent in a freely convertible currency. 8. Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidders beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
