Fuels – Maritime Fuel Liquids 2026 (00723). Subject Of The Procurement The Subject Of This Framework Arrangement Is The Fuels Intended For The Use Of Maritime Transport Vessels And Their Platform Refueling (Bunkering) In The Port Cities Designated For Icebreakers And Multipurpose Vessels. The Customer And The Supplier Can Jointly Agree During The Contract Period That, In The Framework Arrangement, Other Products Essentially Related To Fuel Purchases Can Also Be Delivered Or Forwarded In Small Quantities, Such As E.G. Separate Additives To Be Added To The Fuel, Which E.G. Enhance The Combustion Process, Reduce Emissions And Prevent Freezing Or Reduce Soiling. Fuel Deliveries Other Than To Ports And Ships Are Not Included In The Procurement. The Object Of Procurement Is Described In More Detail In The Request For Tenders And Its Appendices, Especially In Appendix 1 Object Of Procurement. Contract Period The Contract Period Is A Maximum Of Two (2) Years. Hansel Oy Has The Right To Extend The Validity Of The Framework Agreement For A Maximum Of Two (2) One (1) Year Option Periods Under The Terms Of The Framework Agreement. See Also Section 6 Of The Framework Agreement In Appendix A Of The Request For Tenders. Scope Of The Framework Arrangement Customers Entitled To Use The Framework Arrangement Are Described In Appendix B Customers. The Estimated Total Amount Of Procurement During The Contract Period, Including The Option Periods, Is 14,000,000 – 60,000,000 Kilograms Of Fuel Liquid. The Estimated Total Value Of The Acquisition During The Contract Period, Including Option Periods, Is 6,500,000 – 78,000,000 Euros (Without Value Added Tax). The Figures Are Non-Binding Estimates. The Minimum Value Of The Purchases Has Been Formed As If The Ice-Breaking Conditions Were Easy Throughout The Framework Arrangement And The World Market Price Of Fuels Was Favorable Compared To The Historical Average. Instead, The Maximum Value Has Been Formed As If The Ice-Breaking Conditions Were Challenging Throughout The Framework Arrangement And The World Market Price Of Fuel Was Expensive Compared To The Historical Average, And In Addition Legislation Would Bring About An Additional Increase In The Price. The Port City-Specific Fuel Weight Values Used In The Price Form In The Competition Are Based On The Estimate At The Time Of Publication Of The Request For Tenders, Which Is The Amount Of Fuel To Be Procured In The Upcoming Framework Contract Period Per Port City In An Average Year. The Ice Breaking Conditions Of An Average Consumption Year Are Normal. The Actual Consumption May Differ Widely From The Presented Estimate, Primarily Due To The Dependence Of Fuel Consumption On Icebreaking Conditions. In The Estimate Of The Price Form, The Consumptions Realized In The Years 2018-2026 By Customers Who Used The Framework Arrangement Fuels In Ports 2017-2019 (2021), Maritime Fuels 2021-2023 (2025) And Maritime Fuels 2022-2024 (2026) Were Used As Help. The Biggest Consumer Of The Framework Arrangements Products Are The Finnish Railways Agencys Icebreakers. The Norwegian Railway Agencys Share Is Approximately 95% Of The Estimated Total Quantity And Value Of The Procurement. The Amount Of Fuel Consumed By Icebreakers Depends On The Icebreaking Conditions, Which Mainly Depend On Temperature And Wind. Compared To The Average
