Building Construction Work – Design Services, Technical Assistance From The Designer And The Execution Of Works Related To The Investment Objective Energy Efficiency And Modernization Of Public Buildings In The Municipality Of Brașov – Rat Sa Brașov Administrative Headquarters. Works Contract In Accordance With The Provisions Of Art. 3 Paragraph (1) Lit. M) From Law No. 98/2016, The Contract Is Classified As A Contract For The Public Procurement Of Works, Since The Main Object Is The Execution Of The Construction Works, The Design Services Being Accessories To Them. The Object Of The Awarding Procedure Is The Conclusion Of A Contract For The Public Procurement Of Works, Having As Its Object The Integrated Realization Of The Design Services, Technical Assistance From The Designer And The Execution Of The Works Related To The Investment Objective Energy Efficiency And Modernization Of Public Buildings In The Municipality Of Brașov - Rat Sa Brașov Administrative Headquarters. The Contract Has A Complex Nature Of Design And Execution, In The Sense Of Art. 3, Para. (1), Lit. M) From Law No. 98/2016 And Includes The Following Main Components: A) Design Services – Dtac, Dtoe, Pt, De Phases; B) Verification Of Projects By Attested Specialists, In Accordance With The Law; C) Technical Assistance From The Designer During Execution; D) Execution Of Works Related To The Approved Solution; E) Drawing Up The As-Built Documentation, The Technical Book Of The Construction And The Final Documentation Necessary For The Post-Execution Reception And Authorisation. The Technical-Economic Documentation For The Dali Phase, Developed In 2025, At The Request Of The Contracting Authority, By S.C. Servelect S.R.L., Constitutes The Reference Base For The Elaboration Of Offers And The Implementation Of The Contract And Is An Integral Part Of The Award Documentation. This Purchase Is Based On The Need To Implement Integrated Measures To Increase The Energy Performance Of Public Buildings, In Accordance With: The Provisions Of Directive 2012/27/Eu On Energy Efficiency; The Provisions Of Directive 2010/31/Eu On The Energy Performance Of Buildings; Which Establishes The Obligation Of Public Authorities To Have An Exemplary Role In Reducing Energy Consumption And In Modernizing The Built Stock. In This Context, The Proposed Interventions Aim At Improving The Energy Performance Of The Existing Building, Reducing Energy Consumption And Increasing The Quality Of The Administrative Infrastructure, In Accordance With Current Technical Requirements And Sustainability Objectives. At The Same Time, The Need For Investment Derives From The Current Technical Condition Of The Building, Characterized By: Insufficient Thermal Performance Of The Building Envelope; Non-Conformities Regarding Accessibility For People With Disabilities; Degradation Of Finishes And Constructive Elements; Outdated Technical Solutions From An Energetic Point Of View. These Deficiencies Justify The Integrated Intervention Of Design And Execution, To Ensure A Unitary And Efficient Approach From The Technical And Economic Point Of View. The Opportunity To Make The Investment Is Determined By Accessing Non-Reimbursable External Financing, Within The Framework Of: The Swiss-Romanian Cooperation Program - The Energy Efficiency And Renewable Energy Program
