The Existing Internal Resources Are Not Sufficient To Fully Cover The Expected Increase In Procurement Procedures. At The Same Time, The Requirements For Quality, Efficiency And Legal Certainty Of The Procedures Are Increasing. It Must Be Taken Into Account That The Need For Support Services Fluctuates Over Time And That Additional Resources Are Required, Particularly During Peak Periods (E.G. In Parallel Running Submissions Or Complex Projects). Flexible External Support Makes It Possible To Cushion These Load Peaks In A Targeted Manner Without Having To Permanently Build Up Additional Internal Capacity. The Aim Of The Tender Is To Find Several Suitable Partners Who Can Guarantee Flexible And Needs-Based Support Throughout The Entire Procurement Process. Based On The Framework Agreement, Individual Contracts Are Agreed For The Realization Of Individual Projects. Staff Leasing Offers Are Excluded. The Support Covers All Phases From The Preparation And Structuring Of The Procurement Project To The Implementation Of The Submission And Support Of The Award And Contract Process.
