Treasury Services – Awarding Of Company Bike Leasing Services (Partial Amortization Leasing). Initial Situation: The Central Institute For Mental Health In Mannheim Would Like To Give Its Employees An Incentive To Make Their Mobility Behavior More Climate-Friendly. Regular Cycling Contributes Significantly To This And Also Promotes Physical Fitness. As An Employer, We Fundamentally Have An Interest In Healthy And Productive Employees. That Is Why The Central Institute For Mental Health Has Decided To Provide Its Employees With Bicycles And Pedelecs As Part Of The Bicycle Leasing Model. Service Providers Now Support The Management Of Company Bike Leasing And Provide The Necessary Infrastructure. The Central Institute For Mental Health Therefore Intends To Offer Company Bike Leasing To Collective Bargaining Employees Through Deferred Compensation. This Is Based On The Collective Agreement (§19B Tv-L) On Deferred Compensation For The Purpose Of Leasing Bicycles For Public Sector Employees. To Ensure A Uniform Range Of Company Bikes, A Uniform Provider (Lessor And Service Provider With Specialist Dealers And Insurance Service Providers) Should Be Found. The Lessee Should Not Be The Employees, But Rather The Central Institute For Mental Health As The Client, Which Makes The Company Bike Available To The Employees. The Subject Of The Tender Is Therefore A Framework Agreement On The Provision Of Bicycles By Way Of Leasing (Partial Amortization Leasing) For The Purpose Of Providing Them To Employees For Business And Private Use, Including Insurance, Training And Services (In Particular Handling Of The Ordering, Return And Claims Processing Processes, Maintenance And Repairs, Incident Management And Provision Of An Online Portal). The Model Is Necessarily Based On The Collective Agreement Regulations Of The Public Service, In Particular On The Provisions Of §19B Tv-L (Deferred Compensation For The Purpose Of Bicycle Leasing). The Aim Is To Implement A Legally Secure, Economically Viable, Digital System For Providing Bicycles And Pedelecs To Employees That Is As Cost-Neutral As Possible For The Client. Currently, Around 1,000 Of The Clients Employees Are Entitled To Benefits. The Framework Agreement Is Initially To Be Concluded For A Period Of 3 Years With An Option To Extend It For A Further Year. The Client Informs The Contractor In Text Form At Least Three Months Before The End Of The Contract Term Whether The Extension Option Will Be Used Or Not. Otherwise, The Framework Agreement Should End Automatically After The Agreed Term Of 36 Months. The Client Concludes An Individual Leasing Contract With The Lessor For Each Bicycle Ordered. Correspondingly, The Client Concludes A Transfer Agreement For These Bicycles With The Respective Employee, In Which The Rights And Obligations In Relation To The Bicycle And I
