Expression of Interest for Consultancy for Development of a Regional Security Sector Reform (Ssr)-Governance Policy Framework for the Intergovernmental Authority on Development (Igad) Region bjective of the Assignment The development of the IGAD SSR/G Policy Framework will be informed by a thorough needs assessment and consultations with key stakeholders from IGAD Member States. It will also involve engagement with other relevant regional and international partners to ensure a comprehensive and inclusive approach. The consultant(s) will provide technical support to IGAD in the process of regional consultations and in drafting the IGAD Regional Security Sector Reform and Governance Policy Framework. 4 of 7 3. Scope of the Assignment Under the guidance of the IGAD Security Sector Program (IGAD SSP), the Scope of the Assignment will entail the following: 1. Conduct a desk review of existing AU and IGAD-related policies, frameworks, and operational guidance notes. 2. Undertake a desk study to assess the needs of IGAD Member States in terms of SSR-Governance. 3. Assess regional security challenges and gaps relevant to SSR/G within the IGAD region. 4. Assess interconnected issues related to Peace Processes, Disarmament, Demobilization and Reintegration (DDR), and arms management that the SSRGovernance Policy can also address; 5. Consult with IGAD institutions, Member States, and key stakeholders (AU, UN, civil society, security actors) to ensure inclusivity and ownership. 6. Draft the Regional SSR Policy Framework, including principles, strategic objectives, implementation strategies, and monitoring indicators. 7. Ensure alignment with continental SSR norms and best practices set by the AU. 4. Effort and Time Frame The assignment is estimated to require Sixty (60) workdays. The assignment will begin as soon as the consultant(s) has been recruited, and his/her deployment is expected to start on 1 st June 2026.
