PMACR-BF also benefits from a contribution from the Government of Burkina Faso amounting to 1,665,945 UA. PMACR-BF will contribute to social cohesion, job creation, and the empowerment of youth and women in the regions of Burkina Faso. Its specific objectives are (i) the economic empowerment of youth, women, and men affected by the crisis through improving their employability and job creation, (ii) social cohesion in target communities, protection of vulnerable populations, particularly women, and stabilization of targeted areas, and (iii) access to basic social infrastructure (education and health) in targeted areas. The project will carry out several awareness-raising and promotion of living together activities to prevent conflicts and strengthen the resilience of populations. Under PMACR-BF, youth (women and men) and women will be trained, and their initiatives and projects will benefit from technical and financial support. The short-term impact of the project is to prevent populations from falling into extreme vulnerability, and in the medium term, it will strengthen social cohesion and inclusive development of the country. PMACR-BF is structured around three (3) components: Component 1: Economic empowerment of persons affected by the security crisis This component primarily aims to strengthen the employability and self-employment of vulnerable populations directly impacted by insecurity. It includes three sub-components: (i) Development of technical and entrepreneurial skills of persons affected by the crisis, (ii) Job creation through entrepreneurship and the development of Micro, Small and Medium Enterprises, and (iii) Creation of livelihoods in areas recovered by the State. The component will target vulnerable youth and women, including those directly impacted by insecurity, who will represent at least 50% of beneficiaries. Given the high unemployment and underemployment rate among Burkinabe youth and women, the implementation of this component should significantly contribute to strengthening the resilience and socio-economic integration of these individuals, thereby reducing the risk of their recruitment into armed groups as well as their exposure to violence. Component 2: Social cohesion, Stabilization, and Access to basic social infrastructure This component targets all community members in areas affected by insecurity. It aims to sustainably strengthen social cohesion and peace in targeted communities, protect the most vulnerable, and provide access to basic social services in the served areas. It includes the following sub-components: (i) Support for social cohesion, (ii) Reduction of vulnerabilities in displacement situations, and (iii) Access to basic social infrastructure in the projects intervention areas. Component 3: Project management and coordination This component will cover (1) the operation of the project execution and management body capacity building of managers involved in project implementation, including on gender equality and womens empowerment issues; (2) monitoring and evaluation; (3) implementation of environmental and social safeguard instruments; (4) accounting and financial audits, procurement audits, and environmental and social performance audits; (5) communication and visibility; and (6) project evaluation. The procurement of goods, works, and consulting services will be carried out in accordance with the Procurement Policy for Operations Financed by the Bank Group, October 2015 edition, available on the Banks website at www.afdb.org.
