Surveillance And Security Systems And Devices – Participation Request: Access Control System For Helsinki Properties. The Bank Of Finland (Hereinafter Referred To As The Procurement Unit Or The Customer) Requests Applications For Participation In Connection With The Procurement Of The Replacement Of Helsinkis Access Control System (Including The Security Contract). In Addition To The Customers Helsinki Property, The Scope Of The Framework Agreement Includes Other Properties Located In The Customers Capital Region. At This Stage, The Procuring Entity Is Only Waiting For Applications To Participate, And Only The Bidders Selected As Bidders In The Selection Of Participants Will Be Asked For A Bid In A Separate Request For Bids. The Tender Request And Its Attachments Are Only For The Information Of The Candidates At This Stage. The General Description Of The Procurement Can Be Found In More Detail In The Appendix To The Tender, General Description Of The Procurement. Partial Bids Are Not Allowed, Because Due To The Nature Of The Procurement Object, It Cannot Be Divided Among Different Operators From A Security Point Of View. Alternative Or Parallel Offers Are Not Allowed. Based On The Competition, A Framework Arrangement And Contract For One Supplier Is Formed. The Ceiling Price Of The Security Contract Is 1,000,000.00 Euros (Vat 0%). The Maximum Value Of The Entire Framework Agreement Is 5,000,000 Euros (Vat 0%). It Is Not A Purchase Promise, But The Maximum Value Required By The Procurement Act For The Entire Duration Of The Framework Arrangement (Until 2032). The Maximum Value Of The Procurement Can Be Changed In Accordance With The Principles Of Section 136 Of The Procurement Act. The Framework Agreement Will Enter Into Force Upon The Signature Of Both Contracting Parties And Will Be Signed Approximately During The Fall/End Of 2026. The Framework Agreement Is Valid Until 2032. Communication Of Restricted Material Procurement Documents Include Documents That Are Confidential. Confidential Material Will Only Be Distributed To Bidders. Encrypted E-Mail Can Be Used To Share Confidential Material Or They Can Be Shared On The Target Screen. Returnable Documents That Are Kept Secret Cannot Be Returned Through The Tender Service, But Must Be Returned By Encrypted Mail (Https://Securemail.Bof.Fi/) To The Address Xxxx. Such Materials Must Be Sent Before The Application/Bid Is Sent Through The Bid Service. The Tenderer Must Destroy The Material To Be Kept Secret When The Tenderer No Longer Has Grounds To Keep The Material To Be Kept Secret (At The Latest When The Procurement Decision Has Gained Legal Force). The Tenderer Must Notify The Procurement Unit When It Has Destroyed Confidential Material. Target Screening The Acquisition Is Accompanied By A Mandatory Target Screening In August 2026. Security Clearances All Persons Coming To Work At The Site And Contact Persons Will Undergo A Personal Security Clearance, To Which The Persons Must Give Their Personal Consent. An Approved Security Clearance Process Is A Prerequisite For Working At The Site, Processing Classified Information Related To The Site, And Processing Classified Documents. The Customer Also Has The Option, At His Own Discretion, To Order A Company Security Report On The Company That Won The Tender Before Signing The Contract Or, If Necessary, During The Contract Period.
