Prequalifications are invited for Highway Improvement Works under the Sir Julian R. Hunte Highway Improvement Project Sir Julian R. Hunte Highway Improvement Project (Monchy to Gros Islet Section 3) SIR JULIAN R. HUNTE HIGHWAY IMPROVEMMENT PROJECT (MONCHY TO GROS ISLET SECTION 3) The Government of Saint Lucia (GOSL) has received financing from the Kuwait Fund for Arab Economic Development (KFAED) (hereinafter referred to as the Fund) toward the cost of the Sir Julian R. Hunte Highway Improvement Project (Monchy to Gros Islet Section 3). The Government of Saint Lucia intends to apply a portion of these funds to eligible payments under the contract(s) resulting from the bidding process for which this prequalification is issued. Disbursement of funds by KFAED will be made only at the request of the Government of Saint Lucia and upon approval by KFAED, and will be subject in all respects to the terms and conditions of the Loan Agreement. No party other than the Government of Saint Lucia shall derive any rights from the Loan Agreement or have any claim to the proceeds of the Loan. The Ministry of Infrastructure, Ports Services and Energy (formerly the Ministry of Infrastructure, Ports, Transport, Physical Development and Urban Renewal) will serve as the Executing Agency for the project and will have overall responsibility for its implementation and oversight. The Ministry intends to prequalify contractors for the Sir Julian R. Hunte Highway Improvement Project (Monchy to Gros Islet). The works shall be carried out in accordance with internationally accepted standards and professional engineering practices acceptable to the Government of Saint Lucia (GOSL). The scope of works involves the upgrading of approximately 3 km of the existing roadway from Monchy to Gros Islet, converting the current two-lane road into a four-lane dual carriageway. The project will include, but not be limited to, the following components: upgrading and widening of the existing highway, pavement rehabilitation, resurfacing and strengthening, drainage and cross-drainage structures, slope protection and retaining works, pedestrian walk overs traffic safety features, lighting and signage, utility relocation and ancillary structures. Prequalification requirements will include, but not be limited to, the following: a) Minimum average annual construction turnover of United States Dollars (US$) 11,000,000.00 (Eleven Million), calculated as total certified payments received for contracts in progress or completed within the last three (3) years. Equivalent values in Eastern Caribbean Dollars (XCD) shall be based on the exchange rate of the Eastern Caribbean Central Bank on the date of submission. b) Demonstration of adequate financial resources, including access to cash flow and/or credit facilities, in the amount of at least United States Dollars (US$) 1,000,000.00 (One Million). c) Experience as prime contractor or joint venture partner in the construction of at least two (2) contracts of similar nature and complexity within the last eight (8) years, each with a minimum value of United States Dollars (US$) 11,000,000.00 (Eleven Million). To qualify, the referenced contracts shall be at least eighty percent (%80) complete d) Submission of documentary evidence demonstrating technical capability, relevant experience, and compliance with applicable legal, environmental, and safety requirements, as further detailed in the Prequalification Documents.
