Expression of Interest for Technical Consulting Firm for Renewable Energy Mini-Grid Development The Government of State of Eritrea (GOSE) has received a financing from the African Development Fund and the Transitional Support Facility to finance the development of decentralized solar mini grids in the Teseney, Kerkebet and Barentu within the Gash Baka Region, Eritrea. 2. Specifically, the decentralized mini-grid systems comprising Solar Photovoltaic (PV) plants, Battery Energy Storage Systems (BESS), distribution networks, and smart metering infrastructure will be implemented under Project ID No: P-ER-FF0-001 and P-ER-FF0-002, which are located in the Teseney, Kerkebet and Barentu and cover the same project sites. Preliminary technical studies and initial designs were undertaken during project preparation. The GOSE now intends to engage a qualified Technical Consulting Firm to support the review and refinement of these preliminary designs and to provide technical support during the procurement and implementation of the mini-grid systems. 3. The objective of the assignment is to provide technical services to the GoSE in reviewing and finalizing engineering designs, supporting procurement processes, supervising installation and commissioning of the mini-grid infrastructure, and ensuring compliance with environmental and social safeguard requirements.
