Tenders are invited for Engagement of Trainer for Capacity Development for Staff and Students ELIGIBILITY REQUIREMENTS Competent and interested companies who have the requisite experience and desire to execute the projects are required to submit the following documents with verifiable evidence for assessment and consideration; a. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) b. Evidence of Current Tax Clearance Certificate (TCC) for the last three (3) years valid till 31 st December, 2025. c. Evidence of current Pension Compliance Certificate valid till 31 st December, 2025 d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 st December 2025. e. Evidence of Compliance with National Social Insurance Trust Fund (NSITF) valid till 31 st December, 2025. f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid Certificate issued by BPP g. Registration of the practice with respective registration boards i.e. ARCON, COREN and QSRBN for Lot 3. h. Evidence of relevant verifiable experience on major construction work(s) in Nigeria that best illustrates qualification with letter(s) of commission for Lot 3. i. A sworn affidavit by a Director of the company certifying that: i. The document submitted are genuine and correct: ii. None of the Director(s) of the company had ever been convicted by a Court of Law; iii. None of the officer of the relevant committees of the Federal University of Petroleum Resources, Effurun or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder. iv. The company is not in receivership, insolvency or bankruptcy proceedings or the subject of any form of winding up petition. j. Reference Letter from a reputable bank in Nigeria indicating willingness to provide credit facility for the execution of the project when needed; k. Evidence of personnel competence and registration with professional bodies (CVs and profiles of lead consultants/facilitators) for lot 2 l. Bidder must have current documentary evidence as authorized dealer/agent of the Original Equipment Manufacturer (OEM) for Lot 1. m. Evidence of financial capability to execute the project including Reference Letter from a reputable Commercial Bank indicating willingness to provide credit facility for the execution of the project when needed. n. Verifiable documentary evidence of at least three (3) similar jobs executed in the last three (3) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and photographs of the projects. o. For Joint Venture/Partnership. Memorandum of Understanding (MOU) should be provided (all the eligibility requirements are compulsory for each JV partner) p. All documents for submission must be transmitted with a Covering/ Forwarding letter under the Company/Firms Letter Head paper bearing among others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC). COLLECTION OF TENDER DOCUMENTS Interested Companies are to collect the Standard Bidding Documents (SBD) from the Procurement Unit (Office of the Vice Chancellor), Federal University of Petroleum Resources, Effurun, Delta State between 10am 3pm (Monday-Fridays) on payment of a non-refundable fee of N10,000, to be paid into FUPRE TSA Internally Generated Revenue Account with CBN through any Commercial Bank and obtain receipt from the Bursary Department. D. SUBMISSION OF TENDER DOCUMENT Prospected bidders are to submit bid for each of the Lot desired, two (2) hard copies each of the technical and financial bids packaged separately in a sealed envelope and clearly marked as Technical Bid or Financial Bid for Lot 1. While for Lots 2 and 3, the envelope should be marked Intention to Consult (specify the consultancy). Thereafter, the two sealed envelopes should be enclosed in a bigger sealed envelope clearly marked with Name of Project and Lot No on the right-hand corner, the name of the Bidder on the reverse side of the envelope and addressed to: The Vice Chancellor, ATTN: Head of Procurement Federal University of Petroleum Resources, PMB 1221, Effurun, Delta State. The tender documents are to be hand-delivered and dropped in the Bid Box at the Procurement Unit, Federal University of Petroleum Resources, PMB 1221, Effurun, Delta State, not later than: 12:00noon on Friday, 29th May, 2026. E. OPENING OF TECHNICAL/EOI DOCUMENTS The Technical Bids will be opened immediately after the submission deadline on Friday, 29 th May, 2026 and Tenderers, Procurement Observers and the general public are invited to attend the opening ceremony at the University Senate Chambers.
