Tenders are invited for Procurement of Radiology Equipment in UCTH. 2. SCOPE OF WORKS 2.1 The detailed scope of works is as contained in the Standard Bidding Document / Bills of Quantities (BoQ) prepared for the projects and would only be issued to the technically prequalified bidders. 3. ELIGIBILITY REQUIREMENTS a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC1.1 or CAC2 and CAC7; b. Evidence of Company Income Tax Clearance Certificate valid till 31st December, 2025; with Minimum Average Annual Turnover of One Billion Naira (N1,000,000,000.00) for each the projects. c. Evidence of current Pension Compliance Certificate valid till 31st December, 2025. d. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025. e. Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2025. f. Evidence of Registration on the National Data base of Federal Contractors. Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid Certificate issued by BPP. g. Sworn Affidavit disclosing whether or not any officer of the relevant committee of the University of Calabar Teaching Hospital or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars; Also, that none of the Companys Director is an Ex convict or has been convicted by a court of competent jurisdiction. h. Companys Audited Accounts for the last three (3) years 2023, 2024, & 2025; showing a turnover more than the contract value for the bid lot, and stamped by a Certified Auditor. i. Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank in Nigeria, Indicating Willingness to provide credit facility for the execution of the project. j. Evidence of acknowledgement of filling returns to date 2025 from the Corporate Affairs Commission (CAC) k. Verifiable documentary evidence of atleast three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects. l. For Joint Venture / Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner). m. All documents for submission must be transmitted with a Covering / Forwarding letter under the Company/Firms Letter Head Paper bearing amongst other, the Registration number(RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letter head Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm. 4. COLLECTION OF TENDER DOCUMENTS Interested companies are invited to collect tender documents from procurement unit of the University of Calabar Teaching Hospital, Calabar, Cross River State on evidence of payment of a Nonrefundable fee of N10,000.00 paid into University of Calabar Teaching Hospital Treasury Single Account (TSA) in any reputable Commercial Bank in Nigeria. 5. SUBMISSION OF TENDER DOCUMENTS Prospective bidders are to submit Technical and Financial Bid in Five set of hard copies each and a soft copy of the Financial Bid in MS Excel Format in a Flash Drive, as the hospital shall provide a draft copy of the financial Bid. The Technical and Financial Bid should be well packaged in separate envelope each, and the two envelops should be put in a bigger envelope well sealed and addressed to the office of the Chief Medical Director, University of Calabar Teaching Hospital, Calabar. Furthermore, the reverse of each sealed envelope should bear the name and address of the bidder and phone number, and drop in the designated Tamper proof box at Procurement Department of University of Calabar Teaching Hospital, Calabar. 6. OPENING OF TECHNICAL BIDS The Technical bids will be opened immediately after the deadline for submission (12.p.m) on the 25th of May, 2026 in the Conference Room, University of Calabar Teaching Hospital off Airport Road by Cuda, in the presence of bidders or their representatives, and the Financial Bid of all bidders, shall be returned back into the designated Tamper proof Box, which shall be open at a later date in the presence of successful bidders or their representatives. Please Note that only the technically prequalified Companies will be contacted later for the Financial Bid opening at a later date, and the Financial Bid of the None prequalify Bidders, shall be returned unopened to the Bidders. Please, ensure that you sign the Bid submission Register in the office of the Head of Procurement, University of Calabar Teaching Hospital, Calabar, as the University of Calabar Teaching Hospital Calabar will not be held liable for misplaced or wrongly submitted bids. Bids must be in English Language and signed by an official of the bidder. b. Bids submitted after the deadline for submission would rejected. c. All cost will be borne by the bidders; e. The Bids Opening will be covered by video recording with the presence of representatives of private sector professional bodies and Civil Society Organization in the areas of Anti-Corruption/Transparency and shall be made available for bidders upon request; f. Only pre-qualified bidders at technical evaluation will be invited at a later date for financial bid opening. g. The (University of Calabar Teaching Hospital) is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
