Quotation are invited for Data Analysis Consultant. Oxfam seeks a Data Analyst with expertise in protection, gender, and policy-oriented analysis of the data collected by protection team on gendered intentions to return among Syrian refugee women in Baalbek el Hermel . The survey aims to generate evidence that will inform protection programming and advocacy strategies tailored to the gender-specific needs, priorities, and intentions of refugee women. The selected consultant will be responsible for ensuring that the data is rigorously analyzed, validated, and translated into clear, actionable insights to guide programming and advocacy efforts. There will be 2 rounds of data analysis, on quarterly basis. Findings from the analysis will be systematically translated into quarterly advocacy notes that accurately reflect the lived realities and expressed intentions of Syrian refugee women, ensuring that emerging trends, protection risks, and gender-specific concerns directly inform Oxfams external messaging, policy engagement, and advocacy efforts within coordination forums at both subnational and national levels. In addition, the analysis will generate evidence-based insights that strengthen strategic decision-making and more responsive programming. Syrian refugees in Lebanon have faced prolonged displacement, with many living in informal settlements, rented accommodations, or with host communities under challenging conditions. While some refugees have expressed intentions to return to Syria, these decisions are shaped by complex factors including security, access to basic services, livelihoods, and social dynamics. Recognizing that women often experience displacement and return differently due to gendered roles, responsibilities, and vulnerabilities, Oxfam conducted surveys specifically with Syrian refugee women intending to return. The primary aim of these surveys is to capture their needs, risks, concerns, and expectations, ensuring that any programming, protection interventions, or advocacy initiatives are informed by the perspectives and priorities of women themselves. Findings will guide program adaptation by shaping targeted support in livelihoods, legal assistance, protection services, and information provision. This will strengthen protection strategies through gender-responsive risk analysis, improved referral pathways, and community-based protection mechanisms. At the policy level, the evidence will support advocacy for voluntary, safe, and dignified returns, influence priorities, and promote accountability by highlighting gender-specific barriers and safeguards needed to protect women throughout the return process. The Data Analysis Consultant will conduct two rounds of data analysis on quarterly basis and the tasks would include: Desk review of previous report(s) and relevant data from UNHCR reports. Review and understand the survey methodology, tools, and collected data. Extract, clean, , and analyze both quantitative and qualitative data. Identify key patterns, challenges, risks, and recommendations from the data with a gender and protection lens. Prepare a detailed report with visualizations, summaries, and actionable recommendations. Coordinate with Oxfam staff across Protection, Policy & Advocacy, and program teams to ensure findings are contextually relevant and actionable. Ensure that findings from the first round inform the design of data collection tools for the subsequent survey round, and that these tools are coordinated with and validated by Oxfam. Participate in debriefs and presentations of findings to Oxfam teams and external stakeholders when relevant. The consultant will lead the design and execution of the methodology; conduct the data analysis and validation; ensure adherence to ethical standards, safeguarding, and data protection; produce all required deliverables and facilitate validation workshops while integrating feedback. Oxfam will provide existing data collected by the team, background information, and access to internal stakeholders when needed and facilitate introductions to partners and selected external actors where feasible; review and validate deliverables and provide consolidated feedback; and ensure compliance with safeguarding, risk management, and ethical standards These project tasks should be led by an individual/consultancy firms with: Advanced degree in social sciences, gender studies, international development, or related field. Proven experience in data analysis, research, or monitoring & evaluation, preferably in humanitarian or protection contexts. Strong knowledge of gender issues, refugee protection, and displacement-related concerns. Strong understanding of the humanitarian structure in Lebanon. Proficiency in data analysis and qualitative coding; strong triangulation skills. Experience planning and conducting safe field visits in Baalback el Hermel, Lebanon or similar contexts. Strong facilitation: ability to run validation workshops and produce visual briefs. Commitment to safeguarding, do-no-harm, informed consent, and data protection. Excellent interpersonal, facilitation, and communication skills; ability to work collaboratively with Oxfam staff, partners, and community members. Organizational skills, time management, and ability to manage multiple responsibilities.
