Expression of Interest for Programmatic Modelling, Data Governance and MRV Framework Using EDGE in Mexico ASSIGNMENT DESCRIPTION The World Bank seeks to engage a qualified consulting firm (the Consultant) to support the design and implementation of a programmatic modelling, data management, and Monitoring, Reporting and Verification (MRV) framework for a World Bank-financed project in Mexico (Efficiency, Sustainability and Energy Poverty, P515900), The assignment will leverage the EDGE platform as the primary modelling and data infrastructure tool. The assignment will be implemented at a national level across Mexico, with an estimated duration of 16 weeks and an expected start date of June 2026. The Consultant will work in close coordination with key counterpart entities, including SENER and FIDE, as well as the World Bank and relevant implementing partners. The objective of the assignment is to develop an integrated and scalable approach to support the assessment and MRV of energy efficiency and distributed renewable energy investments in public health and education facilities. The framework is expected to enable the identification of appropriate measures, estimation of impacts, and tracking of progress, while ensuring data quality, transparency, cost-effectiveness, and timely delivery of results. The scope of services will include, inter alia, the development of standardized modelling approaches using EDGE, establishment of data management and governance frameworks, and support for program-level performance tracking and reporting. The assignment is also expected to include the development of data visualization tools (e.g., dashboards) and mechanisms to support monitoring and verification. In addition, the Consultant will develop training materials and deliver capacity-building activities to ensure effective knowledge transfer and sustained implementation by local counterparts. The consulting firm should demonstrate relevant corporate experience and the ability to work effectively with government institutions and international organizations. The team is expected to have proven experience in energy modelling (including EDGE or similar tools), implementation of energy efficiency programs at scale, development of programmatic frameworks, and data management and visualization (e.g., Power BI or equivalent). Familiarity with public sector energy efficiency programs in Latin America will be considered an asset. The proposed team should include professionals with expertise in energy efficiency, data management, and digital tools, and must demonstrate strong coordination and communication skills. Fluency in Spanish is required. The World Bank Group invites eligible firms to indicate their interest in providing the services.
