Tenders are invited for Education Advisory with a Focus on Teacher Professional Development and Supervision in Syria - Crea Project: G-012507-001. After 13 years of war in Syria, education for Syrian children has been severely disrupted, leaving more than 2.4 million out of school. The crisis erupting in 2011 has had a devastating impact on the Syrian education system, with only 54% of schools still functioning as of 2018, and of which 15% were in need of rehabilitation. 140,000 teaching and other education personnel (one third) are estimated to have left the education system. The main challenges for childrens learning in Syria is access to quality, safe and inclusive education. With a significant number of schools destroyed or repurposed and a lack of qualified teachers, childrens access to formal education has been drastically limited. In its education component, GIZ, in cooperation with two implementing partners, aims to strengthen the professional capacities and improve the wellbeing of teachers at twelve schools in the formal education system (grades 79 and 1012) in Syria (Aleppo, Idlib, and Lattakia governorates). The goal is to better support teachers by alleviating their burden through practice-oriented training, such as coaching and peer-to-peer learning, and psychosocial assistance. Rather than relying on financial incentives, the intervention emphasizes pull factors like professional recognition, collegial support, and improved working conditions. First assessments with beneficiaries have shown that the teacher support and mentoring programme is considered highly relevant by beneficiaries and can generate new learnings how to effectively improve the learning environment and teaching quality in Syria. In addition, GIZ CREA conducts a large-scale rigorous impact assessment with a research institute in all schools it is supporting. Findings of the baseline assessment will be finalised in May and considered as part of this advisory mission. Furthermore, GIZ has provided three technical advisories for the Ministry of Education in the fields of: 1) Education Financing and Personnel Planning, 2) Supervision, 3) Curriculum International Best Practices. Building up on the findings of the advisories, the most relevant governmental entities for this advisory mission are the Directorate of Planning and the Directorate for Educational Supervision as well as the subordinate governorate-level directorates. This consultancy Strategic Advisory on effective approaches for teacher professional development in Syria shall contribute to the broader objective of enhancing the quality of teaching and fostering supportive learning environments in Syrian schools. Tasks to be performed by the contractor This consultancy includes: Advisory on effective approaches in modern teaching practices to improve teaching quality with regards to student-teacher interaction Advisory on lessons learned of GIZ education interventions for sustainable capacity development and learning formats for Syrian teachers Advisory on capacity development for Syrian education authorities, specifically the Ministry of Education (MoE), Directorates of Education (DoEs), and other relevant structures in the field of supervision and teacher professional development The Consultant Shall be able to travel to Syria.
