This Means That The Requirements Set Forth In The Public Procurement Act For Conducting The Procurement Procedure Do Not Apply To This Procurement, And The Activities And Decisions Of The Procuring Entity Cannot Be Challenged In The Public Procurement Appeals Committee Or The Administrative Court.
