Tenders Are Invited For Construction Supervision Consulting (Csc) Services For Design And Build Of Electrification, Signalling And Telecommunication Works Of Railway Section Bilajari-Yalama Brief Description Of The Project: Azerbaijan Railways Electrification Signaling And Telecommunication Project (Bilajariyalama) Is Part Of A Program To Complete The Modernization Of Electrification (25Kv Ac), Signaling And Telecommunication (Est) Systems Along The Railway Sections BilajariYalama And BakuBoyuk Kesik. These Sections Are Part Of The CountryS NorthSouth And EastWest Rail Corridors Serving Adys International Freight Operations, Contributing To AzerbaijanS Role As A Regional Transit Hub. The Project Comprises The Procurement And Installation Of Electrification, Signaling, And Telecommunication Systems Along The Railway Section Of Bilajari-Yalama Section (192 Km Of Double Track And 15 Stations). This Section Is Part Of The Countrys North-South Rail Corridor, Serving International Freight Operations (Export/Import/Transit) Of Azerbaijan Railways Closed Joint Stock Company (Ady). Most Exports Go Through Either The Baku-Boyuk Kesik Or Bilajari-Yalama Route. The Proposed Project Aims To Have The Line Fully Equipped With Modern Electrification Infrastructure (Poles, Catenary, Substations, Cabling), Signaling Systems (Signals Along Track, Equipment In Stations, Cabling) And Telecommunication Systems (Railway Network Communication Systems, On-Board Electronic Devices, Fiber-Optic And Wireless Communication Systems) To Complete The Ac Power Supply And Signaling Along The Two Rail Corridors. All Advance Contracting And Retroactive Financing Will Be Undertaken In Conformity With Adb Procurement Directives (2026, As Amended From Time To Time) Using Adb Standard Bidding Documents. While Advance Contracting Is Part Of The Normal Procedure, Approval Of Advance Contracting And Retroactive Financing Does Not Commit Adb To Approve The Project Or To Finance The Project Costs. If Retroactive Financing Is Not Approved For The Project, Contracts Will Only Be Negotiated, Awarded, And Signed After The Effectiveness Of The Financing Agreements. The Borrower, Executing Agency, And Implementing Agency Have Been Advised That Approval Of Advance Contracting Does Not Commit Adb To Finance The Project.
