The Tender Request Draft, Contract Draft And Other Annexes Submitted As An Attachment To This Technical Dialogue Are All Still Drafts In The Preparation Phase, Although Their Structure And Content May Resemble The Highly Finalized Procurement Material. The Documents Should Not Be Interpreted As Final Procurement Documents, And Any Procedural Information, Deadlines, Contract Terms, Comparison Criteria Or Other Details Presented In Them Should Not Be Considered Final Solutions Binding On The Customer. After The Dialogue, The Customer Evaluates, Based On The Feedback Received, Which Items Should Be Clarified, Lightened, Changed Or Possibly Deleted Before The Actual Bidding. 1. Purpose Of The Dialogue The Purpose Of This Technical Dialogue Is To Ensure That The Tender Request, Contract Draft And Attachments Prepared By The Customer Give The Service Providers A Correct And Sufficient Picture Of The Service To Be Procured. The Dialogue Does Not Ask For Binding Offers, But For The Markets View Of How The Documents Are Interpreted, Which Points Require Clarification, And Which Conditions Are Possibly Too Strict Or Otherwise Difficult In Practice. In The Dialogue, The Customer Particularly Wants To Assess: - Whether The Object Of The Procurement, Division Of Responsibilities And Service Descriptions Are Understandable - Whether The Service Level Requirements, Reporting And Contract Terms Are Realistic - Whether The Implementation, Data Management And Data Protection Are Described Clearly Enough - How The Service Providers See The Most Effective In Practice For The Operators Compensation And Invoicing Model.2. The Customers Initial Description Of The Service - The Procurement Concerns The Driving Arrangement And Ride Transfer Service For School Transport. The Procurement Does Not Include Traffic.- The Service Includes Software Service, Route Planning And Maintenance, Operational Driving Arrangement, Transportation Brokerage, Deviation Management, Operational Communication, Reporting And Audit Material.- Daily Price Vehicles And Overflow Vehicles Are Tendered Separately As Transportation Services.- The Customer Makes Administrative Decisions About Transportation Rights, Service Level And The Administrative Content Of Customer Profiles. The Service Provider Does Not Make Independent Administrative Decisions.- The Subscriber Acts As A Data Controller And The Service Provider Acts As A Personal Data Processor. The Subscribers Information And The Operational Information About The Subscriber Generated In The Service Belong To The Subscriber. The Subscriber Especially Wishes For Views On Whether The Described Service Package Is Practically Feasible, Which Requirements Drive The Costs Most Significantly, And Which Conditions Or Metrics Are Appropriate And Realistically Feasible From The Markets Point Of View.
