Engineering Services – E18 Hamina-Vaalimaa, Project Management And Control Service 2026-2037. In Accordance With The Procurement Act, The Finnish Railways Agency Requests Your Offer In Accordance With This Request For Offer Letter And Its Attachments. The Open Procedure Referred To In Section 32 Of The Procurement Act Is Used As The Procurement Procedure. Based On The Tender Request, All Willing Bidders Can Submit A Bid. The Hamina-Vaalimaa Project Located On The E18 Road Has Been Implemented Using A Life Cycle Model, Where The Väylävirasto Has An Agreement With The Road Company Established For The Project, Tieyhtiö Vaalimaa Oy. The Life Cycle Model Refers To A Long-Term Service Contract That Includes The Design, Financing, Construction And Maintenance Of The Object. The Maintenance Period Covers Both The Maintenance And Care Of The Constructed Road And Various Tasks Of The Road Manager. The Consultants Job Is To Ensure That The Service Provider Of The Life Cycle Contract (Road Company) Fulfills Its Obligations At The Level Required By The Contract. However, This Does Not Eliminate Or Reduce The Responsibility Of The Road Company And The Labor Association Responsible For Implementing It As A Contract Partner. As A Consultant To The Client, The Consultant Must Perform The Following Main Tasks Of The Life-Cycle Project Located On The E18 Hamina-Vaalimaa Road: 1. Project Management, 2. Preparation For The Reception Of The Life-Cycle Project, Reception And Warranty Period Supervision Tasks, And 3. Monitoring (Supervision) Of The Quality Of The Maintenance Phase (Care & Maintenance). The Consultants Duties Are Specified In More Detail In The Appendices Of This Call For Tenders. The Consultants Role In This Assignment Is Very Broad And Versatile. The Consultant Must Participate Comprehensively In The Projects Everyday Life And Meetings. In Particular, The Preparatory Work Related To These Plays A Big Role (Preparation Of Meetings, Documents, Orders And Contract Interpretations). Self-Initiative, An Active And Proactive Approach To Work, And A Development Perspective In Their Expert Role Are Expected From The Consultant. Due To The Extensive Contract Material, The Client Hopes That The Key Personnel Of The Consultants Will Be Committed To The Project And That Possible Personnel Changes Will Be Made In A Controlled Manner, As It Takes Time To Familiarize Yourself With The Project Model And Contract Material. It Is Important For The Consultant To Take Into Account The Continuity Of Operations And The Preservation Of The Quality Level In The Implementation Of The Supervision Assignment.
