Pavilion Construction Work – Framework Agreement Regarding The Rental Or Purchase Of Pavilions. A New Security Political Situation Has Seriously Changed The Threat Picture In Europe And Created An Increased Need For Rapid Military Rearmament. It Has Therefore Been Politically Decided That The Capacity Of The Armed Forces Must Be Significantly Increased In The Coming Years. Part Of The Accelerated Capacity Building Is Particularly Linked To The Area Of Conscription, Due To An Expected Future Increase In The Number Of Conscripts. In Order To Support The Increasing Influx Of Conscripts, The Etablissement And Terrain Command (Etk) Has An Urgent Need To Have A Larger Number Of Pavilions Delivered. The Pavilions Are To Be Used As Barracks Capacity For The Armed Forces, E.G. For The Accommodation Of Conscripts And The Facilities That Will Be Necessary In The Event Of An Expected Future Increase In The Number Of Conscripts And Other Personnel. The Pavilions Must Be Usable For The Necessary Purposes And, In Addition, Comply With Relevant Requirements In The Special Building Regulations (Br18). Etks Needs Thus Primarily Concern Temporary Building Capacity, Which Must Cover The Acute Need And Which Must Be Replaced By Permanent Building Capacity At A Later Stage. It Is Unknown How Many Pavilions Etk Actually Needs. It Is Expected That The Pavilions Will Be Set Up At The Armed Forces Existing Establishments, With Distribution To Barracks, Air Stations And Naval Stations. The Pavilions Are To A Large Extent Used As Barracks Capacity For The Armed Forces, E.G. For Accommodation Of Conscripts. It Is Currently Unknown Where The Pavilions Will Be Concretely Placed, And The Contractor Must Therefore Be Able To Deliver Pavilions Throughout Denmark. The Location And The Detailed Conditions For The Establishment Of The Pavilions Will Be Agreed Between The Parties Upon Entering Into Concrete Agreements. There Is An Expectation That The Pavilions Must Be Set Up In Connection With Existing Barracks, But This Is Not Binding On Etk. It Is Therefore Not Known Whether New Barracks Will Be Established During The Term Of The Framework Agreement, Where Pavilions Will Need To Be Set Up. The Suppliers Must Therefore Be Able To Deliver Throughout The Danish Kingdom, I.E. Denmark, The Faroe Islands And Greenland. In Light Of This, Etk Wishes To Enter Into A Framework Agreement For The Supply And Installation Of Pavilions For The Construction Of The Armed Forces. The Framework Agreement Is Divided Into Two Sub-Agreements: An Agreement For Setting Up And Renting Pavilions With An Option To Purchase, Sub-Agreement 1, And A Sub-Agreement For Setting Up And Purchasing Pavilions, Sub-Agreement 2. In The Tender Conditions, The Definitions From The Framework Agreement Are Used With Reference To The Fact That These Form Part Of The Basis Of The Agreement, Cf. The Framework Agreement. The Framework Agreement Includes The Following Types Of Pavilions: • Type 1 – Accommodation O Type 1A – Mg (Accommodation For 4 People) O Type 1B – Bm (Accommodation For 2 People) • Type 2 – Office • Type 3 – Teaching • Type 4 – Canteen • Type 5 – Changing Rooms • Type 6 – Sports/Welfare • Type 7 – Infirmary • Type 8 – Storage Room • Type 9 – Storage/Drying Facilities All Moves On The Framework Agreement Will Be Made Through Mini-Tenders That Are Awarded To
