Request for proposals for Technical and Financial Analysis for the Design of a Risk-Sharing Facility to Support Sustainable Agricultural Value Chains in Mexico. GGGI Mexico invites eligible firms/entities to submit proposals for the following assignment: Technical and Financial Analysis for the Design of a Risk-Sharing Facility to Support Sustainable Agricultural Value Chains in Mexico. PROJECT BACKGROUND: Mexico is a megadiverse countrythe fourth most biodiverse in the worldand home to an estimated 12% of global species, alongside diverse climates, topography, and vegetation types. Yet it faces severe environmental degradation, leading to fragmentation of globally important ecosystems and habitats, as well as declining productivity. According to CONABIO , Mexico has lost around 50% of its natural ecosystems, with the most significant transformations occurring in humid and dry forests, grasslands, cloud forests, and mangroves, and to a lesser extent in shrublands and temperate forests. The most accessible productive ecosystems, those with fertile soils and flat terrain, have undergone the greatest transformation. Financial intermediaries lack the data needed to lend to sustainable agricultural practices, unlike conventional farming. Financial institutions often do not have technical teams familiar with sustainable practices or diverse regenerative production models. Credit promoters face limited time to gather data and high costs to originate new loans. Producers rarely maintain records or digitized ones, to substantiate their activities and costs. Finally, organizations of farmers with superior practices lack pathways to achieve commercial and financial maturity. To promote the transition to sustainable production mechanisms, the projects Mexico Mesoamerica Forest IP Project: Securing benefits for the well-being of present and future generations" and the Ecosystem Restoration and Sustainable Livelihoods in the Biocultural Corridor of the Central West of Mexico project were funded with the eighth replenishment cycle of the Global Environment Facility (GEF8) with UICN and FAO as implementing agencies respectively. GGGI is supporting the transition to sustainable agricultural production through Component 3 of both projects, which focuses on mobilizing finance and generating innovative financial mechanisms and incentive schemes for conserving forest landscapes, by promoting sustainable practices in deforestation-linked value chains. GGGI is looking for development of critical data, information, and toolssuch as technological packages and full-cycle production costsfor parameterizing agricultural activities in targeted regions. This data will serve as a reference for designing financing products in partnership with financial institutions, streamlining fund operations and channeling millions of pesos annually to incentivize green practices, foster financial inclusion, and drive sustainable agriculture in Central West Mexico (Aguascalientes, Colima, Guanajuato, Jalisco, Michoacán, Nayarit, San Luis Potosí, and Zacatecas) and the Yucatán Peninsula (Campeche, Quintana Roo, and Yucatán).. Proposed Activities and Scope of Work 1) Proposed Activities for the Overall Project (general) GGGI seeks to engage a competent consulting firm (hereinafter referred to as the Service Provider) to provide technical, environmental, and financial inputs for the design of financial instruments aimed at favoring deforestation-free value chains and agricultural practices that are compatible with forest conservation and sustainable landscape management. The financial instruments to be designed by GGGI with the data acquired will enable producers to connect with markets and financial incentives, accelerating the transition to sustainable practices. 2) Scope of Work (detailed) 1. Define sustainable cultivation and production models for priority value chains, explicitly identifying sustainable practices, with a primary focus on bovine livestock systems in both regions, while maintaining visibility of the broader set of priority productive activities in Central West Mexico: strawberry, tequila agave, and avocado; and in the Yucatan Peninsula: grains and sugarcane. 2. Outline the total cost of agricultural production per hectare of production line, incorporating the identified sustainable practices, financing quota, disbursements, planting and harvest periods, credit maturity date, and an economic analysis for each crop mentioned in the defined zones. 3. Detail the cost of the production concepts included in each chapter of the generic agricultural production cost structure. 4. Generate a sensitivity analysis to estimate probable profit per hectare based on variations in selling price, yield, and total production cost. 5. Report on the methodology used to define sustainable cultivation and production models with deforestation-free considerations, as well as to develop the total production cost reports and sensitivity analysis. 6. Value chain network analysis for two productive activities (one in Central West Mexico and one in Peninsula Yucatán) to be defined, the analysis at a minimum should establish the inputs for the sustainable version of the Programa de Desarrollo de Proveedores scheme from FIRA (Fideicomisos Instituidos en Relación con la Agricultura, Mexicos Trust Funds for Agriculture), considering the chain leader identification, concentration analysis, and a characterization of input distribution practices, considering financial practices. Specifically, the analysis shall cover: (i) the key characteristics and specifications of the primary output and/or raw material produced or supplied; (ii) a menu of practices and critical inputs required for production, including herd and pasture management and/or agronomic practices as applicable; (iii) characterization of the infrastructure and supporting services required across production and post-production stages, including handling, collection, aggregation, storage, transport and/or on-farm facilities as applicable; (iv) a typology of representative producer/supplier profiles; (v) a mapping of anchor firms: and (vi) the transformation proposal. For more details on the Scope of Work, please refer to the Terms of Reference (TOR) document attached. IMPORTANT TIMELINES: This project is expected to be completed within 37 weeks (approximately 8.5 months) following contract signing. The tender submission deadline is 05 May 2026 at 16:00 KST (Korean Standard Time). If any bidder requires clarification on the TOR or any part of the tender documents, GGGI will be pleased to provide clarification, provided that requests are received no later than seven (7) days prior to the submission deadline (i.e., by 16:00 KST on 28 April 2026).
