INTRODUCTION TO VILLAGE 2.0 The Villageois 2.0 Association is a Guinean organization and youth platform that invests in digital literacy and raising awareness among Guinean citizens about the benefits and risks of Information and Communication Technologies (ICTs) as well as promoting accountability and good governance through civic technologies (CivicTech). Villageois 2.0, created in 2017 in Labé, is deeply rooted locally and possesses expertise in local and open governance, civic education, and the fight against disinformation. It manages the "Open Town Halls" platform, the "GuineaCheck" platform, and coordinates a network of several volunteers. OBJECTIVES OF THE CONSULTANCY The Villageois 2.0 Association, seeking to grow and strengthen its organization, conceived the idea, during the development of a European Union-funded project, of updating its administrative and financial procedures manual to reinforce the organizations governance. This involved formally establishing rules for the use of human, administrative, financial, and logistical resources (including procurement), as well as organizational governance, and creating a harmonious and effective collaborative framework based on transparency and trust. This consultancy, funded by CCFD-Terre Solidaire, aims to strengthen the organizational and technical capacities of Villageois 2.0 staff. 3. EXPECTED OBJECTIVE OF THE CONSULTANCY The overall objective of this consultancy is to update the organizations administrative, financial and governance procedures manual. Specifically, it will involve: · To enable the organization to strengthen its internal governance; · To enable the organization to strengthen its transparency and compliance with donors, including the European Union, the AFD, OIF among others; · Having a manual adapted to the local and national context; · Analyze the existing manual and practices in order to identify weaknesses and gaps; · Conduct a diagnostic assessment of organizational functioning; · To propose a manual integrating procedures for administrative, financial and governance management, based on the analyses; · Train the team on how to use the manual. 4 EXPECTED RESULTS / DELIVERABLES · A scoping session with members of the organization is held; · An organizational diagnosis and an analysis of the manual are carried out; · A process map is established; · A methodological note is updated post-framing; · The current procedures manual is being updated and incorporates practical and innovative tools, the following sections of which are mandatory and to which examples and/or templates should be attached to each section: governance and decision-making (in connection with the other proposed procedures) [1] , administrative management, financial management, human resources management, procurement procedures, logistics management, and accounting procedures. PROFILE SOUGHT This consultancy will be carried out by an expert/group of experts national or non-national with the following skills, experience and qualities.
