Telematics System – Increasing The Throughput Of Intersections In Ostrava – Expanding Telematics Systems – Connecting Controllers To The New Switchboard. The Purpose Of The Public Contract Is To Connect The Controllers Of Light Signaling Devices (Ssz) At 69 Selected Locations On The Territory Of The Statuary City Of Ostrava To The New Traffic Control Center (Dřú), Including The Provision Of Related Supplies And Services. The Result Of The Delivered Performance Will Be A Modernized Traffic Telematics System In The Statutory City Of Ostrava, Which Will Be Used For The Purposes Of Modern Traffic Management, Better Information For Traffic Participants, Increased Transport Network Capacity, Increased Traffic Comfort And Attractiveness Of Traffic, Its Smoothness And Safety. The Subject Of The Public Contract (Hereafter Referred To As The Public Contract) Is Primarily The Following Performance: A) Preparation Of The Implementation Study, Which Will Contain A Detailed Specification Of The Delivered Performance, In Accordance With The Requirements Of The Tender Documentation; B) Modernization And Expansion Of The Equipment Of Existing Sszs In Order To Connect Them To The Dřú, Including Adding V2x Technology To Intersections Not Yet Equipped For The Purpose Of Public Transport And Izs Preference; C) Related Supplies And Services, In Particular The Analysis Of The Existing Transport System And The Proposal Of Traffic Management Scenarios For Dic For The Purpose Of Coordinating Light Signaling Devices (Ssz) In The City Into A Unified Telematic Traffic Management System. D) Integration Of Modernized Ssz At Dřú And Integration Of Rvu At C-Its Bo And Connection To The National Pki System. Fulfillment According To Letter A) To D) Above Also Includes The Supply Of All Technical Documentation Of The Implemented Work, As Well As The Necessary Familiarization Of The Client (Or Responsible Employees Of The Relevant Administrators) With The Operator. Acceptance Of All Parts Of Performance According To Letter A) To D) Of This Article 2.1. Tender Documentation Will Be Conditional On A Successful Test; The Supplier Will Be Informed About The Dates And Results Of Individual Tests. The Subject Of The Public Contract (Especially In Relation To The Operation Of Ssz Controllers) Also Includes Compliance With Selected Obligations Arising From Act No. 181/2014 Coll., On Cyber Security And Decree No. 82/2018 Coll., On Cyber Security. The Contracting Authority Points Out That It Has Defined The Subject Of Performance Of The Public Contract According To § 92 Paragraph 2 Of The Zzvz Requirements For Performance And Function, I.E. With The Design & Build System. The Design & Build System Is A Method Of Project Implementation, Which Is Characterized By The Fact That Responsibility For Processing The Design Of The Solution And For The Overall Quality Of The Work Is Transferred To The Selected Contractor, While Respecting The Clients Performance And Function Requirements, Described In The Tender Documentation Appendices. A Detailed Definition Of The Subject Of The Public Contract, Including The Technical Conditions In The Details Necessary For The Processing Of The Offer, Is Given In The Annexes To The Procurement Documentation.
