Timely prepare all documentation required to ensure compliance with all Contractual Clauses of the loans financed by the IDB, as well as ensure the continuous updating of all planning, monitoring, and control tools for the Program Projects: Project Execution Plan (PEP), Annual Operating Plan (POA), Results Matrix, Risk Matrix, Procurement Plan, Disbursement Plan (Cash Flow), Earned Value Analysis (Performance Indices), and Program Operational Regulations (ROP). 10. Support the UEP-DCV-MOPC in the management of procurement and contracting activities; prepare tender documents and other procurement and/or contracting process documentsincluding, where required, technical evaluations of bidsas well as technical specifications and/or Terms of Reference for various calls for tenders, in accordance with the standard documents, guidelines, and procurement policies of the Inter-American Development Bank and the MOPC, incorporating penalties, fines, and other measures to enhance contract execution. 11. Supervise and ensure strict compliance with, and the delivery of, services and works in accordance with requirements, as well as oversee other management tasks inherent to contract execution, whichwithout limitationare set forth below: a. Monitor and control the Contractual Guarantees included in the proposals, ensuring they remain valid prior to any disbursement. b. Review the validity of applying fines and propose their application to the UEP-DCV-MOPC. c. Conduct studies and analyses of change orders and contract modifications to validate the technical justifications for any variations. d. Prepare any report or document related to the project requested by the MOPC and/or the IDB. e. Monitor the expiration dates of contracts, amendment agreements, insurance policies, guarantees, and other instruments requiring timely intervention. f. Submit management reports containing ALERTS that identify potential issues and/or critical paths, to enable authorities to make decisions and/or take action in a timely manner. 12.
