Tenders are invited for International Consultant / Research Firm for a Review of Practices Related to Child Protection (Lebanon, Madagascar, Pakistan and Senegal). Closing Date: 31 Jul 2026 Type: Consultancy Context and justification: Since its creation in 1991, Islamic Relief France (SIF) has implemented projects promoting childrens rights, including sponsoring orphaned children and young people and supporting children in Quranic schools, in various humanitarian and development contexts, including Lebanon, Madagascar, Pakistan, and Senegal. These projects, which include child protection components, aim to prevent and respond to the various forms of violence, abuse, neglect, and exploitation that affect children. To enhance the quality, consistency, and impact of its actions, the SIF (French Family Welfare Service) wishes to conduct a review of its practices related to the prevention of and response to violence, abuse, exploitation, and neglect against children. This research will serve to document existing practices, identify strengths and areas for improvement, and formulate operational and strategic recommendations for adapting and strengthening its systems. The study will also collect and analyze data from the indicators of the results framework of the Education and Child Welfare (ECW) Strategy 2022-2027 and the Sponsorship Strategy, in order to contribute to strengthening the monitoring of progress made, particularly in child protection programs. Objectives of the review of practices: The overall objective of this consultancy is to conduct a review of practices to contribute to improving mechanisms for preventing and responding to violence, abuse, exploitation, and neglect against children. To this end, the review will pursue the following specific objectives: To map and analyze existing interventions and practices for preventing and responding to violence against children. Based on the research questions, to assess the relevance, coherence, effectiveness, efficiency, impact, and sustainability of the practices and strategies implemented, both at the organizational and local levels and in coordination with other local actors and partners, to prevent and respond to violence and ensure child safeguarding. To examine the integration of cross-cutting dimensions such as gender, age, disability, migration status, and family situation (whether the child is an orphan or not) into the mechanisms and approaches for preventing and responding to abuse and violence against children, including the participation of children, families, and communities. Analyze project data on relevant indicators, including indicators from the EBEE strategys results framework and the sponsorship strategy, to serve as a baseline and contribute to strengthening progress monitoring. Formulate operational and strategic recommendations to identify best practices, guide future SIF engagements, and strengthen the capacity of communities and local partners to prevent and address violence. Methodology: The service provider must propose and detail their own methodology for meeting the studys objectives, while taking into account the available time and budget. The methodology should follow a participatory approach involving the various stakeholders and combining qualitative and quantitative methods. The service provider must detail how its approach aligns with a child rights-based approach, and more specifically with the four guiding principles of the Convention on the Rights of the Child (CRC). These principles must guide both data collection and analysis, as well as the formulation of conclusions and recommendations. Particular attention must be paid to the participation of children and young people, using tools adapted to their age, gender, and disability. This evaluation will be a learning and knowledge-building exercise involving beneficiaries, local communities, implementing partners, and national and local stakeholders engaged in the orphaned child sponsorship projects (January to December 2025), including child protection components and SIF missions in Lebanon, Madagascar, Pakistan, and Senegal. Furthermore, the evaluation will also incorporate the results of the mid-term evaluation (as well as other relevant documents) of the TAWDE 2 project, "For the Inclusion of Talibés in Senegal and Chad." The projects targeted by this research are as follows (see Appendix 1 for project descriptions): Lebanon: The Orphaned Child Sponsorship and Protection Project (2025), Beirut, Mount Lebanon, and North Lebanon Madagascar: The Education and Child Well-being Project (2025), Antananarivo and Ampanihy District Pakistan: The Orphaned Child Sponsorship Project (2024-2025), Sindh and Islamabad Senegal: The Orphaned Child Sponsorship Project (2025), Dakar Chad and Senegal: The TAWDE 2 Project For the Inclusion of Talibés in Senegal and Chad (2023-2026) The service provider is expected to travel to at least two of the four target countries to conduct data collection, employing remote data collection for the other countries. Research questions and tools: Consult the TDR for more information. Deliverables: The service provider will deliver the various deliverables within the specified deadlines, in English or French, in electronic and/or paper format: 1. Scoping : After the service provider is selected, a scoping meeting will be held with the SIF teams. Following the scoping meeting, the service provider must submit a kick-off report of no more than 10 pages, detailing the revised evaluation methodology, including: a. The timeline and logistical arrangements; b. The members of the evaluation team, defined by their roles and responsibilities; c. The evaluation stages; d. The planned schedule for the evaluation teams data collection activities; e. The locations and dates for piloting the data collection efforts, if applicable; f. The proposed evaluation methodology, including the criteria for selecting comparison groups, if applicable; g. The evaluation report outline 2. Evaluation Design : Following approval of this work plan, the evaluation team must submit an evaluation design, which will be attached to the report: a. Detailed evaluation design matrix linking the evaluation questions in the terms of reference to the data sources, methods, and data analysis plan; b. Questionnaires and other data collection instruments or their main characteristics; c. List of individuals likely to be interviewed and sites to be visited, and proposed selection criteria and/or sampling plan (must include the methodology and sampling methods, including a rationale for the sample size and all applicable calculations); d. Limitations of the evaluation design. Following the evaluation: 3. A draft report : in English or French, it will be submitted to SIF no later than 15 working days after the return of the field missions. 4. A virtual workshop to present/validate the draft results : A workshop will be organized by the service provider for the benefit of SIF project staff, as well as various SIF stakeholders and guests. 5. A summary of the final report , in English or French (approximately 10 pages), including the study objectives, a summary of the results, and recommendations, will be produced and submitted with the final report. 6. A short questionnaire to monitor the implementation of the recommendations and/or to conduct a review of similar practices from other missions. 7. Data and reports from interviews and workshops : all workshops and interviews with various stakeholders and communities will be documented and provided to SIF at the end of the study, along with all raw data from the evaluations. The provisional and final reports will be approximately 30 to 50 pages long, following this structure: Title page; Table of contents; Introduction; Background and rationale for the study; Study methodology; Detailed study results; Recommendations; Bibliography; Appendices Work environment: The service provider will work from its own premises (with travel to field sites SIF premises). The service provider will collaborate closely with the technical and program teams at headquarters to design the survey according to the criteria of structure, content, and methodology, as well as to plan, conduct, supervise, analyze, and report the results. The selection of interviewers will be the responsibility of the service provider. The recruitment of local evaluators is strongly encouraged. SIF will be the sole owner of the study results. The service provider will have fulfilled its obligations to SIF once the final study report has been validated and submitted electronically. The data collected during the study must also be provided. Calendar : The consultancy will last 45 non-consecutive working days between April and August 2026. The final report must be submitted within three months of the start of the consultancy. The service provider must propose a detailed schedule of activities, consistent with this timeframe.
