The Subject Of The Noise Survey Are The Main Streets, Access Roads And Regional Collector Streets Located In The City Of Lahti, Shown In The Appendices And Maps, As Well As Roads And Railways In Accordance With The Agreement Between The City And The Finnish Railways Agency, As Well As The Industrial Facilities Subject To Environmental Permits That Are Essential In Terms Of Noise. The Finnish Railways Agency Is Responsible For The Costs Of The Investigation For Roads And Railways, And The City For Streets And Industrial Facilities In Accordance With A Separate Agreement. The Procurement Has Not Been Divided Into Parts, As The Procurement Works Are Considered To Form A Whole, The Division Of Which By The Procurement Entity Would Be Inappropriate For Technical And Financial Reasons (Act On Public Procurement And Right-Of-Use Agreements 1397/2016, §75).
