Prior Information Notice For Public Road Transport Services – Austria: Public Transport (Road) Direct Award Of A Service Concession In Accordance With Article 5 Paragraph 4 Of Regulation (Ec) No. 1370/2007 For The Operation Of Transport Services For The Zollfeld Transport Region In Carinthia. The Municipality Of St.Veit An Der Glan Intends To Order Public Transport Primarily In The Form Of Several Motor Routes For Its Own Population And Those Of Its Four Neighboring Municipalities In Order To Supply The More Densely Populated Parts Of The Entire Area (Settlement Cores). The Order Is Made On The Basis Of A Public Service Contract Within The Meaning Of Regulation (Ec) No. 1370/2007 On Public Transport Services In The Form Of A Service Concession Contract. This Is An Order For The Following Main Groups: Early And Shift Commuters, Tourists, Senior Citizens, Others Traveling Alone. Mandatory Participation In The Transport Association: The Association Specifications Of The Kärntner Linien Transport Association Apply To Fare Setting And Tariff Application In The Operation Of Transport Services, Which Also Includes A Requirement For Stop-To-Stop Traffic With Small Vehicles Called The Micropublic Transport Strategy Of The State Of Carinthia. A Network Compensation And Fare Replacement Shares (E.G. For Free Travel For Students And Apprentices) Are Paid Out By The Verkehrsverbund Kärnten Gmbh In Accordance With The General Regulations And Are Only Part Of The Service Concession Agreement In The Calculation Sense. The Annual Public Passenger Transport Performance Of Approximately 294,000 Kilometers Is Below The Threshold Of 300,000 Km Defined In Article 5 Paragraph 4 Of Regulation (Ec) 1370/2007. Taking Into Account The Assigned Threshold Values, The Client Expressly Reserves The Right To Order Additional Transport Services And To Promote The Fleet/Decarbonization In The Sense Of A Contract Addition/Change To The Contract In The Negotiated Procedure Without Prior Notice To The Future Operator As The Concessionaire, If Additional And/Or Changed Transport Services Are Required And A Separation Of These Additional Services From The Original Service Is Not Possible From A Technical Or Economic Point Of View Without Significant Disadvantage For The Client And The Company Or If A Separation Would Be Possible, But The Additional Services Are For The Latter Completion Are Absolutely Necessary. The Municipality Also Reserves The Right To Commission The Relevant Public Service Contract Within The Meaning Of Regulation (Ec) No. 1370/2007 On Public Transport Services In The Form Of A Service Concession Agreement Via A Municipal Company Owned By It Or A Commercial Operation.
