Tenders are invited for Consultancy for Baseline Institutional Capacity Assessment and Development of Tailored Capacity Strengthening Plans for Local Partner Organizations. Rural territories, particularly the governorate of Baalbek-Hermel, are among the most affected areas, where declining agricultural livelihoods, environmental degradation, and climate-related pressures are significantly undermining community resilience. In this context, local civil society organizations (CSOs) play a critical frontline role in supporting vulnerable populations and sustaining rural livelihoods. However, many local CSOs continue to face structural institutional challenges, including limited governance capacities, fragile operational systems, constrained programme management and monitoring systems, and strong dependence on short-term external funding. To address these challenges, Solidarités International (SI), in partnership with Farah Social Foundation (FSF) and Jouzour Loubnan (JL), is implementing a multi-year project in Baalbek-Hermel aimed at strengthening the resilience of civil society actors and rural communities. A central component of this intervention focuses on reinforcing the institutional, organizational, and operational capacities of local partner organizations to ensure quality implementation, donor compliance, and long-term sustainability. Strengthening the institutional resilience, autonomy, and sustainability of local partner organizations is therefore essential to ensure durable support to rural communities and to promote locally anchored development pathways. Establishing a robust baseline institutional capacity assessment constitutes a necessary first step to identify strengths and structural gaps, define measurable starting points for progress, and inform tailored multi-year capacity-strengthening strategies aligned with donor expectations and long-term sustainability objectives. In 2023, Solidarités International conducted preliminary organizational diagnostics and due diligence for both partner organizations. In addition, one of both CSOs benefited from a prior capacity-building consultancy focused specifically on human resources, financial management, and procurement systems. The present consultancy is therefore designed as a complementary and broader institutional diagnostic, extending beyond these initial areas to include governance, donor compliance, monitoring and evaluation systems, data protection, and organizational resource sustainability capacities. Under the supervision of Solidarités International, the consultant will conduct a complementary institutional capacity assessment of two local CSOs and develop tailored and phased capacity-strengthening plans aligned with the project timeline. The assessment will benchmark the organizational systems and practices of each organization against recognized good practices for civil society organizations, including principles of good governance, sound financial and administrative management, donor compliance requirements, monitoring and evaluation systems, and data protection practices. How to apply Interested consultants (individuals or firms) are invited to submit their application for pre-qualification process. Technically competent pre-qualified consultants will then be invited to submit a financial offer. For the pre-qualification stage, the following documents must be submitted A technical proposal outlining the proposed methodology, work plan, and timeline. CV(s) of the proposed consultant(s), highlighting relevant experience in institutional capacity assessment and NGO strengthening. At least two professional references from similar assignments conducted in the past five years.
