The Aim Of The Future Acquisition Is To Ensure That The City Has At Its Disposal Sufficiently Broad And High-Level Expertise To Support The Planning, Development And Maintenance Of Digital Services. In Addition, The Goal Is To Enable A Flexible, Cost-Effective And Long-Term Partnership That Results From The High-Quality And Consistent Development Of The Citys Digital Services. The Supplier Must Not Be Dependent On The Customers Guidance In Pooling Resources Or Acquiring Missing Skills. The Supplier Is Required To Be Able To:• Cover All Key Areas Of Expertise With Experts From Their Own Organization Or With A Managed Subcontracting Model• React To Changing Needs Nimbly And Without Delay Without Separate Procurement Processes• Ensure Delivery Capability And Continuity, Even If Individual Experts Change During The Contract Period• Ensure A Smooth And Controlled Transition From Current Partners, Including Data Transfer, Verification Of Expertise And Documentation. This Includes, Among Other Things, The Various Tasks Related To Planning, Specification, Implementation, Implementation, Continuous Development And Maintenance, As Well As Changes And Modernizations During The Life Cycle. Please Note That The Division Of Sub-Areas Is Preliminary, And It Can Be Refined As The Procurement Preparation Progresses. Participation Is Not Limited, But Bidders Can Express Their Interest And Participate In The Dialogue For One Or More Sub-Areas In Accordance With Their Service Ability. The Goal Is To Ensure The Availability Of Both Broad-Based Expertise And Specialized Expertise, And That The Procurement Entity Can Utilize The Versatile Capabilities Of The Market Flexibly And Appropriately. Implementation Of The Market Dialogue The Market Dialogue Will Initially Take Place In Two Stages: 1. The Goal Of The First Phase Is To Get An Overall Picture Of The Service Providers Operating In The Market And The Range Of Services. The Procurement Unit Reserves The Right To Invite Suppliers To Teams Meetings Based On Responses To Requests For Information. The Aim Of This First Stage Is To Get To Know The Suppliers And Services On The Market.2. Suppliers Who Have Registered For The Market Dialogue Will Be Sent Preliminary Tender Documents For Comment In Approximately Weeks 20-21 (The Date Will Be Specified As The Preparation Progresses). The Written Material Will Be Sent To All Those Registered For The Market Dialogue For Perusal. The Suppliers Are Asked For Views And Comments Regarding The Content Of The Preliminary Request For Tenders, Especially The Specification Of Requirements And Contract Terms. The Procurement Unit Reserves The Right To Additional Rounds Of Negotiations As The Preparation Of The Procurement Progresses. The Procurement Units Goal Is To Launch The Actual Bidding Process During The Summer Of 2026 So That The Contracts Come Into Force By The End Of 2026.
