1. Subject Of The Order The Subject Of This Public Procurement Is Consulting Service For Building Capacity And Expanding The Expertise Of The Nuclear Regulatory Agency To Meet The Challenges In Approving A Project Of A Nuclear Power Plant With Ap 1000 Technology And In Regulating The Activities In The Process Of Its Construction. The Service Should Be Performed In Accordance With The Requirements Described In The Documentation And Announcement For This Public Procurement. The Public Procurement Includes The Following Two Separate Items: 1.1. Designated Item No. 1 Analysis Of The Competences Of The Nuclear Regulatory Agency (Nra) And Expanding The Expertise Of The Staff 1.2. Designated Item #2 Development Of Regulatory Manuals And Internal Rules Of Nra The Bidder May Submit An Offer For One Or All Of The Selected Items. Note: It Is Not Allowed To Present Variants In The Offers. 2. Legal Basis For Opening The Procedure On The Basis Of Art. 18, Para. 1, Item 1 Of The Civil Code And In Connection With Art. 20, Para. 1, Item 1, B. B Of The Ppa, This Public Procurement Is Awarded Through An Open Procedure In Accordance With The Ppa And Ppzop. 3. Predictive Value The Total Estimated Value Of The Order Excluding Vat Is 480,000 (Four Hundred And Eighty Thousand) Euros. The Estimated Value Of The Allocated Items Is As Follows: - For Separate Position No. 1 – 240,000 (Two Hundred And Forty Thousand) Euros Without Vat; - For Separate Position No. 2 – 240,000 (Two Hundred And Forty Thousand) Euros Without Vat. The Proposed Price Must Include All Costs Related To The Execution Of The Order. 4. Place Of Performance The Service Will Be Performed Both In The Work Premises Of The Respective Contractor And In The Work Premises Of The Contracting Authority - Trainings, Meetings. 5. Deadline For Performance: The Term For The Execution Of The Order Is 18 Months From The Date Of Conclusion Of The Contract. The Reports With The Results Of The Individual Separate Positions Are Submitted To The Nra At The Address: Bulgaria 1574 Sofia 69 Shipchenski Prohod Blvd Ground Floor. The Reports Are Accepted By A Commission Appointed By The Contracting Authority. 6. Financing At The Opening Of The Current Procedure For The Award Of A Public Contract, No Financing Was Provided, And The Contract With The Selected Contractor Includes A Clause For Deferred Execution. In This Sense And On The Basis Of Art. 114 Of The Public Procurement Act Stipulates That: The Contract For The Public Procurement Will Be Concluded On The Condition That The Contracting Authority Receives Financing. The Date Of Fulfillment Of The Condition Shall Be Considered The Date Of Notification To The Contractor Of The Secured Financing. Therefore, Deferred Implementation Consists Of: The Lack Of Secured Financing, Conditioning The Implementation On Securing Financing; Starting The Implementation Not After The Conclusion Of The Contract, But After Receiving Notification Of The Availability Of Financing; Possibility For Each Of The Parties To Terminate The Contract Without Notice After The Expiration Of A Three-Month Period From Its Conclusion, In Which Case The Parties Do Not Owe Each Other Compensation For The Damages Suffered From The Termination Of The Contract And Penalties.
