The Subject Of The Order Is The Preparation Of Design Documentation And Obtaining The Necessary Administrative Decisions To Perform Construction Works, I.E. Location And Environmental Decisions, Water Permits, Construction Permits With The Required Analyses, Tests And Documents, As Well As Authors Supervision As Part Of The Task Entitled: Reconstruction Of The Water Reservoir In Topila With A Fire Protection Function. The Order Is Implemented As Part Of The Project Entitled: Comprehensive Project For The Adaptation Of Forests And Forestry To Climate Change - Small Retention And Counteracting Water Erosion In Lowland Areas - Continuation Co-Financed By European Funds Under The European Funds For Infrastructure, Climate And Environment Program (Feniks 2021-2027) (Hereinafter Referred To As The Project). The Contractor Is Obliged To Perform The Subject Of The Order In Accordance With The Provisions Of The Project Implementation Manual - Guidelines For The Implementation Of Tasks And Facilities For Small Retention And Counteracting Water Erosion, Part I: Material Scope And Guidelines For The Implementation Of Small Retention And Water Erosion Prevention Tasks And Facilities Part Ii: Manual Of Procedures (Annex No. 1 To The Swz). The Planned Investment Is Located On The Topołów Reservoir (According To The Concept For The Revitalization Of The Topołów Water Reservoir With The Direct Catchment Area Of ​​The Perebel River - Functional Area B) Created In 1932-1933 As A Result Of Damming The Perebel River. The Total Area Of ​​The Reservoir Is 21.1 Ha With An Average Depth Of 1.0 M. It Consists Of Three Pools - Ponds With The Following Areas: The Upper Pond - 7.2 Ha, The Middle Pond - 5.1 Ha And The Lower Pond - 8.8 Ha With Damming Structures Installed At The End Of Each Of Them (Under The Narrow-Gauge Railway Tracks, Under The Bridge On The Toppilo-Łozice Road And On The Dyke In The Lower Reservoir). In Areas A And Part C, According To The Concept For The Revitalization Of The Topołów Water Reservoir With The Direct Catchment Of The Perebel River (Appendix No. 2 To Swz), It Is Planned To Carry Out Nbs (Nature-Based) Activities Described In More Detail In The 2021 Document Prepared By The Forest Management And Geodesy Office - Branch In Białystok, Entitled Hydrological Study For The Białowieża Forest Catchment Area (Appendix No. 3). Additionally, A Study By The Forest Research Institute Determining The Causes Of Decreasing Water Resources In The Topiło Reservoir (Appendix No. 4 To Swz) Was Attached For Use. Design Work Should Be Carried Out In The Following Functional Areas: A - Activities On Ditches And Watercourses Constituting A Tributary To The Perebel River, B - Activities On The Water Reservoir, C - Activities Including The Reconstruction Of The Weir And A Small Discharge Section Behind The Weir (Approx. 250 - 300 M). The Design Documentation Should Include Activities In All Of The Above-Mentioned Areas. Areas, Indicating The Possibility Of Phasing Them In A Way That Ensures The Retention Effect Planned Under The Mrn3 Project.
