Dmz Network Of Tunnels And Bridges The Municipality Of The Hague Had A Dmz Network Designed, Delivered And Integrated In 2018-2019 To Operate And Monitor The Road Tunnels And Bridges More Efficiently. A Dmz (Demilitarized Zone) Network Is A Secure Subnetwork That Provides An Additional Layer Of Protection Between An Internal Network And External Networks, Such As The Internet. The Following Objects And Locations Are Connected To The Dmz Network Of Tunnels And Bridges Of The Municipality Of The Hague: Road Tunnels: Victory Boogie Woogietunnel; Hubertus Tunnel; Kings Tunnel; Bridges: Binckhorst Bridge; Laakbrug; Trekvliet Bridge. Locations: Scheveningen Control Center; Secondary Control Center; Town Hall The Hague. When Realizing The Network, The Municipality Of The Hague Agreed On A Maintenance Contract With The Implementing Party For A Maximum Period Of 7 Years. This Maintenance Contract Expires In September 2026. Assignment In Order To Keep The Dmz Network Available And Reliable, The Municipality Of The Hague (Hereinafter: Client) Wishes To Conclude A Multi-Year Maintenance Contract With One Contractor Through This Tender Procedure With An Initial Term Of Six (6) Years. The Client Wants The Dmz Network To Continue To Function Independently And Securely With High Availability And Reliability. Maintenance Must Be Carried Out In Such A Way That All Systems Continue To Function Within The Set Failure Definitions. The Client Wishes To Enter Into A Performance-Oriented Maintenance Contract For Multi-Year Maintenance. It Is The Responsibility Of The Contractor To Determine Within The Maintenance Contract Which Work Must Be Carried Out To Meet The (Functional) Requirements Of The Client. The Client Wants To Make The Contract With The Contractor As Results-Oriented As Possible. This Is Reflected In The Inclusion Of Requirements In The Field Of Availability And Reliability Of The Network In The Schedule Of Requirements. The Contractor Is Expected To Fully Relieve The Client Of The Operational Management And Maintenance Of The Dmz Network. The Following Activities Generally Fall Within The Scope Of The Assignment (Not Exhaustive): Preventive And Corrective Maintenance; Installation Responsibility; Maintenance Registration; Fault Registration And Analysis; Stock And Warehouse Management; Information Management; Reporting And Consultation; Continuous Improvement. The Scope Of Maintenance Concerns The Network Systems That Belong To The Dmz Network In (Technical Areas Of) The Various Objects. The Objects And Locations Are Connected With Fiber Optic Cables In A Network Configuration. These Fiber Optic Cables Are Leased Lines From Ziggo And Are Not Part Of The Scope. The Current Maintenance Contract For The Dmz Network Expires On September 8, 2026. In Accordance With The Planning (See Section 2.3), The Contract Can Be Awarded From July 31, 2026. There Will Then Be A Short Transition Period Between The New Contractor And The Current Contractor, Namely From A Maximum Of July 31, 2026 To September 8, 2026. Before The Award, An Action Plan Will Be Requested For The Quality Component To Ensure That The Transition Period Runs As Efficiently As Possible. The Contractor Must Take Over The Current Network From September 8 And Then Make A Design For The Upgrade Of The Network Of Both Hardware And Software. Optional Scope Replacement Of Network Components (Including Extension Of Multi-Year Maintenance) To Keep The Dmz Network Up To Date, Periodic Replacement Of Network Components (Switches, Firewalls And Servers) Is Necessary. In Approximately 6 Years, Various Components Will Reach/Near The End Of Their Technical Or Economic Lifespan And Replacement Will Be Necessary. The Agreement Provides An Option To Have This Replacement Carried Out By The Contractor, With An Associated Extension Of The Multi-Year Maintenance For A Period Of Six (6) Years. Integration Of New Objects The Dmz Network Was Developed In A Scalable Manner During Its Implementation So That New Objects Can Be Integrated In The Future. The Agreement Takes Into Account An Expansion Of The Number Of Objects Connected To The Dmz Network, Through An Option To Expand The Maintenance Of The Network To The Maximum Capacity In The Control Center, Whereby A Maximum Of 3 Road Tunnels And 4 Movable Bridges Can Be Additionally Connected To The Network On Top Of The Current Objects. Scope Changes Renovation Of 4 Movable Bridges (4Bb) The Municipality Entered Into An Agreement With A Contractor In 2025 For The Renovation Of 4 Movable Bridges (The 4Bb Project). The Renovation Of The Laak Bridge And The Trekvliet Bridge Is Part Of The Scope Of This Agreement, And The Renovation Of Both Bridges Will Take Place Within The Term Of The Agreement For The Maintenance Of The Dmz Network. After Completion Of The Renovation, The Maintenance Scope Within The Dmz Network Agreement With Regard To The Laak Bridge And Trekvliet Bridge Will Change/Cancel. This Concerns The Components Associated With The Local Object And The Scheveningen/Secundaire Bedien Centrale Control Centers. The Link With The Dmz Network Will Continue To Exist. Renewal Of The Binckhorst Bridge The Municipality Of The Hague Is Currently Preparing The Renewal Of The Binckhorst Bridge. The Renewal Is Expected To Take Place From The Year 2028 And Will Therefore Be Carried Out Within The Term Of The Agreement For The Maintenance (Local Object Components) Of The Dmz Network. After Completion Of The Project, The Maintenance Scope Within The Dmz Network With Regard To The Binckhorst Bridge Will Change / No Longer Apply.
