Expression of Interest for Consultancy Services for Development of the OECS Regional Education Technology (EDTECH) Policy and Governance Framework. TERMS OF REFERENCE 1. Introduction The Organisation of Eastern Caribbean States (OECS) Commission is the executive arm of the OECS, mandated to promote cooperation and integration among Member States. Within the Commission, the Education Development Management Unit (EDMU), under the Human and Social Division (HSD), is responsible for the strategic implementation of the OECS Education Sector Strategy (OESS). This consultancy is directly aligned with the OECS Declaration on Education (2022), specifically Article 4 (Digital Transformation), which mandates the development of a dedicated regional EdTech Policy to ensure digital sovereignty and transformation. This consultancy is also directly anchored in the Roseau Declaration on Digital Education (2025), which formally mandates the development of a Regional OECS EdTech Policy to guide inclusive, equitable, and innovative digital transformation across Member States. The resulting policy framework must align with these Declarations and OECS commitment to building a sustainable OECS Digital Learning Ecosystem while establishing clear regional benchmarks for digital education resource allocation. 2. Background Strategic Foundation Over the past decade, the Organisation of Eastern Caribbean States (OECS) has accelerated the digital transformation of education, anchored by the OECS Education Sector Strategy (OESS) 20122026 and Sustainable Development Goal 4 (SDG 4).
