Expression of Interest for Luanda Water PPP - Legal Consultant. Publication Date: 03/18/2026 12:00 AM EDT EOI Deadline: 04/02/2026 11:59 PM EDT Description: EPAL is the state-owned company that provides water distribution services in the metropolitan area of Luanda. In December 2024, MINEA signed a transaction advisory agreement with IFC to (i) carry out a diagnostic to assess EPALs technical and operational performance, (ii) recommend an area suitable for the implementation of a Public-Private Partnership (PPP) for water supply services, and (iii) structure and support the implementation of a competitive tender to select and contract a private sector operator in the priority area. The diagnostic of EPALs technical and operational performance was completed in June 2025, with the identification of an area of Luanda suitable for the implementation of a PPP. IFC now intends to recruit a legal consultant with experience in water-sector PPPs and Angola to help structure the transaction documents and eventually support the implementation of the tender.
