The City Of Keravas Urban Environment Department Is Requesting Bids For Special Inspections Of Bridges Located In The Area Of Kerava And General Inspections Of Bridges Under Enhanced Surveillance For The Year 2026. The Contract Period For Enhanced Surveillance Is 3 Years (Inspections 2026, 2027 And 2028). Special Inspections Are One-Time Assignments. The Procurement Therefore Includes Both One-Time Special Inspections And Repeated General Inspections (Enhanced Inspection). The Purpose Is To Determine The Condition Of The Bridges To Be Specially Inspected Under The Conditions Specified In This Call For Tenders. Based On The Special Inspections, Sufficient Initial Data Must Be Obtained For The Possible Repair Planning And Basic Repair Of The Bridges. The Targets Under Enhanced Monitoring Want To Get Information About Possible Changes In The Condition Of The Bridge And Whether Use Or Other Restrictions Should Be Placed On The Bridge. The Condition Of The Bridges Is Monitored Annually And The Duration Of The Contract Period Is Three Years. The Customer Has The Right To Change The Scope Of The Assignment, I.E. Add Or Remove Bridges To The Assignment During The Contract Period, If There Are Changes To The Budget For The Coming Years. In Addition, The Customer Has The Right To Remove Bridges From The Scope Of Inspections, If The Bridge Is Being Renovated Or Another Justified Reason Eliminates The Need For Inspections. Items To Be Specially Inspected:- U-1006 Talmantie Bridge- U-1389 Kulloontie Bridge (Kanniston Crossing Bridge)- U-1037 Isotuva Bridge (Option) General Inspection Inspections (Enhanced Monitoring):- U-1026 Keinakulliontie Bridge- U-1032 Keravantie Ski Bridge- U-1038 Keinakullio Ski Bridge- U-1392 Sarvimaentien Battery- U-3038 Sibeliusteni Battery Commissioning Inspections To Be Performed:- U-3336 Kannisto Battery- U-3339 Guilda Crossing Bridge Tasks Included In The Special Inspections:• Familiarization With The Plans Of The Inspection Site (Skill Structure)• The Structures Essential Structural Solutions And Structural Method Of Operation To Be Clarified• Familiarization With Previous Inspections (Skill Structure Register)• Preparation Of An Inspection Plan• Preparation Of Traffic Control And Safety Plans• Implementation Of Traffic Arrangements• General Inspection Of The Skill Structure• Conducting Field Surveys And Measurements• Sampling And Patching Sample Points• Performing Laboratory Tests• Updating Inspection Data And Test Results To The Skill Structure Register• Preparing A Special Inspection Report• Inspection Target Geotechnical Assessment Of Substructures And Entrance Embankments• Preparing A Preliminary Cost Estimate For The Overhaul (Source: Quality Requirements For Special Inspections Of Skill Structures - Bridges, September 3, 2018) The Service Provider Must Appoint The Following Experts To His Work Group:• Project Manager• Chief Inspector• Quality Manager• Bridge Inspector• Geotechnical Expert And• Steel Structure Expertthe Same Person Can Act In Several Expert Roles At The Same Time, If The Qualification Requirements Are Met In All Respects. The Qualification Requirements Are Specified In The Tender Request Appendices. The Special Inspections Of The Bridges Must Be Carried Out According To The Norwegian Railways Agencys Instruction Lo 28/2018. According To The Quality Requirements For Special Inspections Of Scaffolding - Bridges. The Amount Of Samples To Be Taken In Special Inspections Is Determined According To Instruction Lo 28/2018. Salt Is Used In The Winter Maintenance Of All Bridges. The Damage Findings Of The Special Inspection Are Recorded In The Skilled Construction Register In Accordance With The Bridge Inspection Manual Of The Norwegian Railway Agency. The Expert Must Draw Up Site-Specific Inspection Plans For The Special Inspections Of Bridges And Deliver Them To The Customer Before Starting The Actual Inspections. The Special Inspections Of The Bridges Are Reported To The Customer In Accordance With The Norwegian Railways Agencys Instruction Lo 28/2018. Previous Inspection Material Is Available In The Tender Request Material And In The Skills Structure Register. There May Be Gaps In The Information In The Delivered Materials And In The Skill Structure Register. The Goal Of The Work Is To Get A Comprehensive Overview Of The Bridges Subject To Inspection And The Risk Factors Related To Their Condition. The Consultant Must Update The Information In The Skill Structure Register And Add The Missing Bridges To The Skill Structure Register. The Consultant Must Include Three Meetings In The Total Price. Instruction For Inspection Of Technical Structures (Lo 17/2013) - Quality Requirements For General Inspections Of Bridges (Guideline 92/2023 Of The Finnish Railways Agency) - Bridge Inspection Manual (Guideline 33/2020 Of The Finnish Railways Agency) When Scheduling The Inspections, It Must Be Taken Into Account That The Bridge And The Bridge Site Must Not Be Frozen Or Covered With Snow During The Inspections (Quality Requirements For General Inspections Of Bridges). Skill Structure Register Information Is Updated In Accordance With The Skill Structure Information Processing Instruction. The Inspection Data Will Be Saved And Updated According To The Norwegian Railways Agencys Instruction Lo 36/2018 By September 30, 2026. The Final Meeting Will Be Held By October 30, 2026. The Work Can Begin When The Contract Has Been Signed By Both Parties.
